Board of County Commissioners to Discuss Establishment of a Local Children's Services Council this Tuesday Morning




The Escambia County Commission will hear a presentation on Tuesday morning on the establishment of a local Children's Services Council in Escambia County.

Locally, if established by the voters through a referendum on the November ballot, this organization would be named the Escambia Children's Trust.

The authorization to establish a local children's services trust (CSC) is codified in statutes, and currently there are 9 such entities throughout Florida.  Primarily these are located in south Florida--if one were established locally it would be the first and only such entity in North Florida (although Leon County has this initiative on their 2020 ballot).



The structure of how a CSC would be organized is codified in statute and County ordinance.  The County's draft ordinance, describing the make up of the board of directors, goals and objectives of the organization, can be found here.

The CSC locally would fund organizations and programs locally to help move the needle in three key areas--areas that most in the community know are desperately needed.  I have asked, and I have been told that 90% of the revenue would go to direct programming that will benefit students in theses key areas of:

1.  Kindergarten readiness
2.  Out of School Development
3.  Stronger Families


A long list of local supporters is being circulated in the community--and everyone knows we have a large population of at-risk children and students that could greatly benefit from services provided by a local Children's Services Council.

Additionally--I am aware that some significant polling on this initiative has been conducted county-wide, and that support for a local CSC is between 55%-68% of respondents.

So to get a CSC started in Escambia County--two things must happen:

1.  The Board of County Commissioners must vote affirmatively to place the initiative on the November ballot     and....

2.  A majority of the voters must approve the measure.

This is truly a program that will be up to the citizens and the voters to authorize or not authorize.

I am of the belief that the BCC will vote to put this on the ballot--as a matter of fact I intend to make the motion to add this to the ballot and I believe the vote will be unanimous to move it forward.

Then, at that point,  it will be up to the citizens of Escambia County to decide whether or not to establish a CSC locally to improve outcomes for our area youth.

    Are you all going to discuss the elephant in the room that the Constitutional Republic of the United States of America is under attack from within and it is even evident by local radicals who may not even realized they are being used?

    Or is it an election year and you better just be quiet?

    There are local individual f/b groups stalking and doxing, even claiming violence for expressing on opinion contrary to their own, redefining racism and intimidating people not agreeing with the black identity extremist ideology and anarchy. Some are threatening businesses and livelihoods. Also one spoke of a massacre if the POTUS has his rally on Juneteenth. They are emboldened and stating these things publicly online.

    Many of the youth don't understand international politics and the danger of the revolution occurring simultaneously in the USA.

    The guillotine is at the governor's door in Puerto Rico, A US territory so I read (not verified yet). Insurgents have claimed ground in a US state. While the Democrat party has been infiltrated by the Democratic socials party and Anarchy reigns free.


    Pretty simple the great American divorce is happening, the left took Nascar, Pensacola's monument is being threatened by radicals and we could be a beacon for freedom by not caving into the terrorists agenda. Civil war is upon us.

    Either vote Red if you believe in the constitutional republic or vote Blue if one is a traitor to our country. If someone says that out loud, they have a network to send in death threats.

  2. Yes BLM was at the Governor's mansion with a guillotine in the US territory of Puerto Rico a few days ago. Images look like the Bolshevik revolution when they over threw the government in Russia just over 100 years ago. Bolshvik: a member of the majority faction of the Russian Social Democratic Party, which was renamed the Communist Party after seizing power in the October Revolution of 1917

    Any one note the irony in the video going around on social media of the tussle between one man and one protester?

    The protestors are standing there in a movement to get rid of the police and the first thing the young lady (is that misogynist or gender phobic--PC stupidity) filming says is "OMG Can some one call the Police." LOL

    Some clearly have no idea why they are there.

    I think known "peaceful Anarchist" was standing on the corner in the video also.

    Not defending the "red neck"..just the irony of the situation..

  4. If you read closely and hit the link it will direct you to the referendum where we will agree to vote to pay for this through more taxes . Surely not presented like that . I love how they use kids to pull at your heart strings to support a tax yet we continue to support the gas tax , continue to allow slush bribe “discretionary” funds and have a county that can’t even pay ems, fire or properly fund other services . I would vote yes to help Inerarity point off set there mess with sewage grinders /msbu before I would vote for this .

  6. Greg Gutfield has a good tweet about the cancel culture and career assassination. Of course people are free to question and talk about elected officials but the toxicity that has developed is clear. Locally the lawsuit with the Medical director may have bordered on free speech protections but when one attempts to ruin a career that is not acceptable. To dox and publish their address is not either. It is a tort to call for someone to be fired.

    The left on the political spectrum is full of hate and intolerance -- rather than explore and celebrate different opinions and other ways at looking at issues they are taught to attack and destroy and mock and deride. They have disrespected our form of government they are dead set on ruining it. Is a sickness in the USA and evident in individuals.

    For instance 2016, there was never a peaceful transfer of power and they have never stopped and are heavily financed to continue the coup.

    If people can home school their children, we may recover.

    Marxism will only survive in a post truth world.

    That is also why they are wanting to remove the local monument and revise the history and leave out the parts that many soldiers were conscripted and defending their home land. Part of that agenda is to demand money. Look at the timeline line of when the country was founded, slavery abolished, civil rights enacted and today. Think objectively as a whole if slaves are suddenly free it may take a time of evolution in the society to equal the abilities.

    Everyone in the USA is free under the law and not oppressed and has not been for quite some time in the USA.

    There is a big difference between racism, prejudice and bigotry. Racism is the widespread oppression by the government. That has been abolished for a long time, in fact people of African American descent get special privileges under the government programs. It is probably time to end those unfair practices and even the playing field.

    The assault on free speech has been swift, wide spread and disgusting.

    We are Americans. We have almost lost our country. I hope our children have a better future.

In my 13 years in public office between the school board and county commission--I have NEVER ONCE voted YES on a year-over-year millage rate increase on Escambia County property owners, and I NEVER will. Lets all just be crystal clear on this reality, and by all means fact check what I have said. This CSC initiative is very clear as well. The BCC is being asked to put this on the ballot, nothing more, nothing less. Then, the citizens, all citizens of the county, will vote it up or down. Each of us will go to the ballot box in November and decide--but make no mistake anonymous--this will be decided by the citizens, not me and not the BCC. It is a citizen referendum, much like what we did when we were asked to put the appointed superintendent of school on the ballot in 2018. The citizens decided that issue, and the citizens will decide this issue.

I interpreted it as you support this Being put on the ballot along with supported the citizen volunteering there money in the form of a tax increase to fund this . What you have explained is giving the citizens the opportunity to make that choice similar to a bond initiative . Again thank you for clearing that up . I hope one day I can learn how to interpret what you are writing as what your thoughts are . Will the county help fund or contribute to the campaign such as the signs , tv commercials ect ect to push this ? Again I appreciate your response . Having access like this is amazing . I also was serious about rather paying more taxes to either help another district of individual citizens or something very beneficial to all of the county but another “trust” fund is a big no. It makes me think of the “toll” money that was put aside for Bob soles repair and all the other funds that have been misappropriated in other “funds”. Just sounds like a Ponzi scheme. Of course I understand you are not solely responsible for that and do not or would not imply you would be nefarious .
