County and IAFF bargaining continues tomorrow.
Meanwhile, there are significant issues that still need to be addressed in the fire union contract. I am hopeful our bargaining team can carry the board's proposals tomorrow and an agreement can be reached.
At least that is the hope.
Continuing shots at commissioners have not stopped or changed, though. Through selective releases of certain information on social media, via proxies sympathetic to the union, and the union itself---- information and data that are misleading, inaccurate, or flat out fiction pour out.
I was contacted by that victim's family in that instance and they were not happy about that post. Believe that.
At a breakfast I enjoyed this past Saturday with a current county employee and former volunteer firefighter in West Pensacola, he recounted that his own experience as a multi-year volunteer was bittersweet. "I enjoyed doing it for many years, but we were never treated fairly, we were not allowed to ride along to fire calls, and we were given only menial tasks to do in the firehouse. Most of us left because we were treated horribly, like second-class citizens."
A current volunteer (one of the few remaining) summed it up succinctly "This can be fixed with minimal cost. Just need to put people
with vision in these positions and let them build it up and get us all to
working together. Volunteers and career can Co exist but we need to begin with
solid volunteer leadership to start with. And it can grow if given the chance.
Cuts down their overtime and increases services to the citizens at minimal
cost. But you gotta start with solid volunteer leaders.
Right now they [IAFF Union] control ECFR every aspect of it and that is
not working. District Chiefs with a little backbone for the volunteers is what
we need right now. If you noticed recently that station one now has no
volunteers and they are trying to achieve that at all stations. I myself have
almost thrown in the
towel but it come to my attention that if I quit my
station will have NO VOLUNTEERS and I won't let that happen. Right now I am the
only reason we still have volunteers at [my station]."
Volunteers are not being treated fairly--and some within the union want this NOT to be discussed or even acknowledged. They want it swept under the carpet. ( Ironically, many-if not most-of the union leadership are themselves former volunteers........)
There were no discipline ramifications for that issue from our previous administrator, the former administrater, even though the easy math shows the devastating costs that one incident of volunteer mistreatment may have caused. Take the average total burdened cost(s) for 20 ECFR IAFF fire personnel and that cost exceeds $1 Million Dollars. Conversely, 20 fully trained, fully certified volunteers cost the county just $96,000.00---less than 10% of what the paid personnel that replaced them will cost taxpayers.
So yes, as a policymaker and an elected official--this flagrant abuse of the taxpayers ENRAGES ME!
Regardless--just like we have done for other units with whom we bargain--I believe the board will do what is right when the bargaining is concluded with IAFF. Just as we did for the Sheriff, as we are doing with EMS and the Paramedics, and as we are working toward with corrections and ECAT. But treatment of volunteers will be addressed, too.
And at the conclusion of bargaining, I do believe this will encompass a raise for starting firefighter pay in Escambia County.
It's public service. Unless you live in California, Chicago, or New York--you're probably not going to get rich in this line of work. But if you make a 25-30 year career of it locally--you can retire with nearly a 6-figure pension (the equivalent of 90-100% of your ending salary average). Right here in Escambia County. Yes it is a tough job, and yes it is dangerous. But again---if you make it a career it comes with a pension and benefits package that is unrivaled in the private sector.
Therefore, as a steward of precious taxpayer resources, we have to be smart with limited funds and utilize all available labor (including volunteer firefighters) in a way that is intelligent, safe, economical, efficient, and sustainable as we staff our fire service locally. Which means we may not necessarily always agree. Which means bargaining can be contentious.
But my first reaction will NEVER be to lay out prostrate and do the bidding of a union that proposes huge tax increases as their "only solution." Nope. Especially when their leadership lives in Pace and would not even be subject to the payment of a doubled MSBU.
Instead, we have to capture every efficiency, limit non-mandatory, discretionary overtime, cultivate and embrace volunteers to supplement the service, and properly maintain gear and apparatus.
I believe when we do all of this, combined with the siloing of EMS revenue under the umbrella of public safety, putting all equipment and apparatus on a predictable replacement cycle with utilization of ONLY LOST funds for purchase of such equipment, the lowering of the MSBU by $50 yearly with the addition of a MSTU that will generate the delta in year one (which will negate year over year tax rate increase I don't support yet will generate significant additional revenue going forward yearly compared to a static MSBU) We CAN get where we need to be.
But it has to be a holistic solution, and it is not an instant fix. Will we get there though?
Yes.
I'm confident we will get there. We have finally hired a brand new fire chief (after two years without one) who is experienced in mixed departments. He takes over a department that has suffered from a serious leadership vacuume. We have a brand new, dynamic and exceptional interim director of Public Safety that is doing a tremendous job for the citizens. I hope he takes the role on a permanent basis. Now comes the part where we put it all together and fix it. This is in process right now.
But we have to work together, respect each other's roles, responsibilities, opinions, and perspectives. Personal, ad hominem attacks have NO place in this fix either.
So if the game is belittle volunteers,
denigrate their service, run down their availability, and purposely preclude
them from riding along on calls—that’s a game that is going to end---for my vote at least ---as a part of any long-term solution. Because to
do otherwise would be ridiculous.
It
would be akin to the union coming to the board and screaming “we need more
people!” When it is, in part, a staffing dysfunction they themselves cultivated;
kind of like doing a rain dance and then complaining that you don’t have enough
umbrellas when it starts raining.
There are no volunteers left really in the South end. And, County wide there is only handful of experienced volunteers left. You have new folks is coming in, but that is not going to work.
ReplyDeleteThere’s two volunteer coordinators, some who make about 1,000 a month. Let me just say, there is no metric or accountability for those positions. Theres no accountability for the good ole boy system of promoting favorites on volunteer side. It all comes down to taking responsibility and no one wants to say this is not working.
There has not been a single success story come out of those two positions. Experienced volunteers are burnt the hell out, tired of the same ole failed leadership and just don’t care anymore because it’s never gonna change anymore or be the same again.
Jeff, volunteers are dwindling everywhere across the country. This is not happening only in escambia county.. people have bjlls to pay and can't just hangout at the firehouse all day..
ReplyDeleteIts not fair to the taxpayers or the volunteers themselves to rely on them 100%. They cannot and will not respond to every call, this has a proven track record of killing people in the county.
You can cry and whine that volunteers are getting run off, but the reality is a large portion of the paid guys are prior volunteers. Well over half. Maybe the ones who come crying to you are just dirt bags and that's why people don't like them.
Volunteer stations have been failing long before career guys get put there. THE REASON THEY STAFF A STATION IS BECAUSE THE VOLUNTEERS MISS CALLS. There isn't anyone to run out, they all left before hand.
All the good volunteers have jobs and families, they can't run calls for free 24/7. Not fair to expect people to work for free and having to shoulder the responsibility of responding to calls 24/7 and being admonished if they miss calls. Get with the times old man if you want people to work pay them.
Not fair to the people in Bellview that their fire station has to take care of beulahs calls all the time because YOU and your incompetence. Same with Cantonment running everything for molino just like they have been for years.
You can blame chiefs, department heads, administrators, whoever you want. We all know the biggest thing holding back the department is you personally.
There’s a small group of individuals whose words and actions are filled with malevolence. Because they’ve accumulated the majority of their knowledge from the manipulative echo chambers of bad information, that is PNJ and ECW. The reckless commenters hurt families the most with their slanderous comments. Don’t be surprised when those that continue to plant the seeds of misinformation and character assassination are served with C&D letters and more.
ReplyDeleteJFRD is one of the best run departments in Florida currently with around 122 volunteers in addition to the 200 some odd career fireman. They’re on top of safety innovation. I have no doubt Chief Catrambone is capable of having the same success, if the practices that were cultivated during the time of leaderless direction come to an end.
Over 70% of Firefighters in the US are volunteers. 2020 showed us that we are grossly underprepared for everything. From Wildfires, to hurricanes to pandemics. You would think more career fireman would be employed across the nation, but for some towns and counties that just isn’t an option. Budgetary constraints in many communities play into the decision to have trained auxiliaries, in hopes of defraying overtime costs.

While the national trend does see a declining number of volunteers, there is no reason for the massive shortage you see in this community. As someone who used to specialize in volunteer recruitment and training your fd seems to do everything it can to hinder them. You should initiate on a chief level officer that reports directly to the chief of the department that oversees the volunteer bureau. Only then can make sure volunteers are given the attention they need and the access to policy and force multiplication. The deputy chief who has been acting for to long seems to have no interest in volunteers. Heck he can’t even stop one of his BCs from calling 9 fire trucks to a sinple room and content fire. While your department is short on resources, the ones you have are so mismanaged. Look into a volunteer coordinator but make sure they have a seat at the senior admin levels, just like you see with the National Guard.

I am talking about a full time deputy or asst chief who oversees all thing volunteers from recruitment, training and deployment as a force multiplier to the department. That person should report to the chief, not the deputy or pro union battalion chiefs.

I think you failed to mention me and that hurts my feelings. Actually, I have no feelings, so it's safe to say that I just lied to you. The only lie I will tell. DO tell, to whom are you referring to as the fired, disgruntled employee? If it is me, I was not fired and I have been disgruntled for 20 years. DeleteI’m a family member of a former county official. Escambia County Citizens Watch is notorious for cultivating hate. I’ve been a group member there for years but I don’t comment on anything. I’ve watched numerous players spiral deeper into their hate egged on by the Underhill’s. Mike Combs made a post today the masses should go after the bocc with torches and pitchforks. I genuinely fear for all county officials because the hatred there is brewing into a very bad scenario. Too much time is spent brewing their hatred theyre losing touch with reality. County leaders are human beings with families. it’s gut wrenching to watch what they go through at the hands of the hate spreaders. Escambia county isn’t a perfectly run county by any means but torches and pitchforks isn’t the answer. You’re suggesting killing or harming them. That’s not how sane rational people act.
ReplyDeletePay for FF is going up, a better work environment is being established, EMS taking a new and much more efficient approach, infrastructure issues are being addressed aggressively, the transit system is moving in a better direction, employees who worked in a toxic environment under the old administration are being welcomed back, and on top of all of that we are getting over a THOUSAND new jobs at PNS. The tide is changing and our community will rise once again. Thank you to those that worked together, instead of against each other to make all of this happen.

ReplyDeletePeople need to accept death as a natural part of life.
A young EMT or paramedic can't prevent death in most (all) cases, especially if perhaps person who they were called to attend had a massive coronary event.
Sometimes family members think their loved one, "passed out" when perhaps it was more than that at the time. It might have been their time to go.
There will be ambulance chaser attorneys ready to collect their fees from the taxpayers if they keep politicizing death in Escambia via EMS.
They hurt public safety and the board by continuing to do this.
The paramedics and EMTs, need to be trained and response times improved and Mr. Gilmore assured us he is doing that. They need support because they do deal with emergency situation, sometimes save a life, some times attend a death and it can cause trauma.
They have our support and I believe the commission and the admins are working hard.
I do believe the adults are in the room.
I hope Jacqueline can have some reflection on this, and not continue to bring harm upon the board and the government of the county in this manner.
She may mean well but the continued politicization of public safety needs to end and people need to step back and look at the bigger pictures and facts of life.
A MD pronounces one dead at the appropriate time -- they make that call, by law but it doesn't mean that the person necessarily expired at the hospital.
They all need to be treated with dignity during the process. Not politicized.
People need to be responsible for their own actions.

The BCC continually refuses to listen to people telling them how dangerous the EMS system is with the critical levels of understaffing and the inability to truly track EMS response times.
We are talking about adding ultrasound when we can't even get a functioning ambulance to the scene in a timely manner??!!
This was explained to them back in May 2019 when they were given a letter by their own Medical Director (link in the comments) warning of the EMERGENT need for change but some commissioners scoffed at it all and they, and their sycophants, called it unneeded drama, mocking Dr. Edler.
What did they do to look into it?
Hide the statistics (try asking for response times data and see what bad info you get) and reward (Selover legal settlement) those not doing right by patients.
Two years have passed and they still didn't get the "emergent" hands on training requested. Playing with lives.
What's their next step? Kill the Messenger? (replace the Medical Director?)
These people (I can't call them leaders!) are unreal!!!
I'm not sure how they can pass a mirror every day.
They sit idly by and spend precious time contemplating how they can be back paid for a grossly generous retirement benefit!
Now they pretend that they have a magic pill to swell the EMS ranks again and magically provide some type of 'sole sourced' contract with U of FL?!
Which county person with medical expertise was involved in reviewing this contract for the details?
(And where is the outrage that the Interim Public Safety Director Gilmore negotiated the terms with a single source when the county had local entities asking to be involved with EMS already?)

I went to DUnderhill's page and unfortunately the farm he is purchasing is in D5, I was hoping it was in another county.
ReplyDeleteI will say though, not just talking personality and politics, I would have liked the agricultural protections to stay in place, however, most likely some of the landowners up there probably wanted to divide their land off and sell it and no longer own farms.

To those bitching about infrastructure and posting the rant that says “Fix the infrastructure—Bergosh sucks”, can any of you explain how you can place blame for infrastructure issues solely on Bergosh? Is it because someone else said it so you started saying it too? That’s exactly what it is.
ReplyDeleteBefore you even start, let me make it clear I’m not Bergosh or Pino.
“ May 21, 2021 — Escambia County may consider adopting new concurrency rules for developers after a majority of the County Commission on Thursday voiced support for the concept put forward by Commissioner Jeff Bergosh.
Concurrency rules would require that each development be evaluated for its impact on schools and county roads, and if the project would cause the schools or the roads in the area to go over their designed capacity, the developer would have to pay to increase the capacity.
Florida once had concurrency requirements for local governments, but in 2011, Gov. Rick Scott pushed to restructure the state agency that oversaw local government development rules across the state, citing the need to clear burdensome regulations in the wake of the 2008 recession and the slow recovery.
The Florida Department of Community Affairs became the Florida Department of Economic Opportunity and the requirements for concurrency were abolished.
Escambia County rewrote its land development rules in 2013, getting rid of concurrency and opting for the state standard, which only requires a developer to contact the school board about the development.
Bergosh said he believes the county should bring back concurrency requirements and pointed to the fact that 57% of counties in Florida have some type of impact fee or concurrency requirement for developers.
Bergosh said he doesn't support impact fees, but he believes concurrency rules, which change depending on the area of the county in which the development is taking place, are a better system to have developers pay for upgrading infrastructure required by new development.
"It's common sense," Bergosh said.
He said he knows developers likely will oppose the move and argue that's why they pushed for the county to adopt a local option sales tax. However, Bergosh said that voters approved the tax not only for infrastructure but also for public safety, recreational opportunities and economic development.
"Every large county (in Florida) has both," Bergosh said. "They've got the impact fee or concurrency and the penny sales tax, because there's not enough money in the penny sales tax to do what we need to do.
Commissioner Doug Underhill was not in the room for the discussion.
With the support of the other three commissioners, Bergosh asked that the county staff put together a proposal to bring concurrency back to the county under the pre-2013 policies. The commission will discuss the details of the policy and what changes to make at its Committee of the Whole meeting on July 15.”
Although some people might think Facebook groups that have a long history of allowing and encouraging hate to fester for elected officials, private citizens, posts about violence, allowing conspiracy theories to proliferate, can’t result in some users eventually acting on real-life violence, you’re wrong. If you think words are free of consequences, you’d also be wrong. The toxic legacy of a Facebook Group can result in serious issues.
ReplyDeleteGroups that radicalize users via incessant hate isn’t anything new. Facebook groups have been tied to a number of harmful incidents and movements that include January’s violence.
Here’s just one case that provides some guidance to organisations as to their potential liability. Watts v Times Newspapers Ltd, confirmed that liability for defamatory material extends to any person who participates in or authorises its publication. Of course, this will include persons such as authors and editors, but it may also apply to those who were involved in disseminating it, despite it not coming from them originally. Therefore, there is a potential risk that a group admin and moderators could become liable for the content posted by a member.
Before posting anything that encourages hate or violence, ask yourself if potential defamatory claims or adverse publicity, is worth it to you. Think of your moral obligation as well.
Escambia County doesn’t want nor need more hate.
With that said the Paramedic that just won his case and the former admin staff should sue ECW. They have slandered/libeled their names with false information for years now.
DeleteI think the paramedic should file suit against admin, the moderators, and the other people that jumped in to help crucify him on Escambia County citizens watch. I watched his name and reputation get ruined by the people that run the group. Have any of them even met the paramedic they set out to ruin? I doubt it. They even led people to believe he was the paramedic on the scene of the tragedy that killed two men. Jacqueline Rogers even dug up the mother’s post from that incident from years ago and brought it to attention right before the paramedic’s settlement was voted on. He wasn’t the paramedic on scene in that situation but it looked like she was trying to mislead people into believing he was. That’s real evil.

ReplyDeleteI believe there’s plenty of defamatory statements documented that show concise continual harassment and defamation of character. I think someone will saddle up and pull the reigns in no time. ECW is notorious for ripping apart the community. The admin encourages going after particular individuals. Relentlessly. Commisioner Bergosh is their target this month. The paramedic that sued the county was last month.

After the vote, the attorney says they can release the shade transcripts and I think Underhill indicated he wants to continue to drag the paramedic's name in the mud for his gal Edler.
People need to not place the blame on commissioners, the are following Public safety director's recommendation.

Just because someone has an MD license it doesn't necessarily mean they were cut out for becoming part of an organization. Anyone that has worked in hospitals know Drs are all types of people, some are kind, some are arrogant jerks, like in any walk of life.
She may be a great ER doctor.
It seems she was more interested in herself than in the overall health of the organization.
Unfortunately she is suing the county and yes they will fight the suit.
That's the way of the world.

ReplyDeleteCommission Barry talked about the board can expect citizens to blabber on in ignorance, paraphrased but when a commission or his flying monkey tells lie it carries more weight and is a problem. If they encourage citizen to write to the board, that's my input.
The fire union president should not be in that propaganda site stirring up drama on social media. He needs to learn to get his needs up through the proper channels.
You can fool some of the people some of the time.
