Development Fees---or Sales Tax Surcharge? Or Both?

 I will be discussing bringing back concurrency to the BCC's Land Development Code at our next committee of the whole meeting.  There have now been several articles in the news about this, including this one from the PNJ today which discusses the new state law limiting impact fee year over year percentage increases, as well as Santa Rosa's challenges to implementing Impact Fees there.  The last couple of paragraphs capture some of my thoughts on these fees and how I envision them working here in Escambia County.

I do not support impact fees--I support concurrency as an alternative to them.  

Concurrency is smarter, more targeted, and I believe an overall better solution.

Now, developers and homebuilders do not like any form of impact fees, nor do they like concurrency.

One of the arguments against ANY additional concurrency or impact fees being levied on Escambia County builders that I have heard a lot is that "Escambia county already has the one-cent sales surtax" that can be used for infrastructure.  So why make the builders pay more?  Is the rhetorical follow-on question.

So, I looked statewide at how other counties handle this---especially the counties that also collect the discretionary sales tax like we do.   And a couple of interesting facts stand out.  

#1---99% of Florida Counties already collect some form of discretionary sales tax like our 1 penny LOST....99%!! or 66 of 67 counties. (Citrus County is the lone county in Florida that does not collect local option sales taxes on purchases----yet ironically they DO collect impact fees on developments...)

#2---of the counties that already collect a local option sales tax----a full 57% ALSO collect Impact fees to help pay for the costs of growth and infrastructure the growth demands.

So the argument that we already have LOST and therefore we don't need any other funds to offset infrastructure challenges of growth simply does not hold water.  That argument is not persuasive.  See the breakdown, below.

Also as far as your joint meeting with Pensacola and them falling into the agenda of removing Pensacola's historic monuments and calling people white supremacist if they don't wish to remove the iconic Five Flags brand, the Chipley Monument and the Confederate Veterans Monument -- This is the trap they are falling into with the cancel culture and demonizing our founding fathers. It looks like they aren't taking public input for the joint meeting but it would be appreciated if you would bring this forward.

It's difficult to get this word out with the modern day Stasi, Like facebook What's Happening Pensacola that got their group back, (14K) hunting down people they disagree with and publicly scorning and harassing them and trying to get them to lose their jobs and businesses. if they find out they support America First (Non communist)principles. (Trump supporters)

They remind me of indoctrinated Storm troopers with something switched (gone haywire) in their brain and they don't even know they are ruining their own country, county and city.

Good job bringing this. Happy the Westmarks gained their opt opt. It only takes a few keystrokes and a simple search see see opts outs are legal in Florida. JAR causing problems.

I didn't even look to see how they covered all that. Ridiculous.

I can see using the plan if it was one landowner.

EW was right about the activist trying to make the board look bad.

Not sure about all the EMS discussion--- Lumon didn't even remember what was going on with the billing software. I think you all reverted to the old system.

Down a lot of employees, must be a combination of problems. Everything is not black and white and cannot be blamed on one person. I think Eric Gilmore is the rock we can build upon.

MP is unable to see the grey areas, her blame tactics is very much like Underhill and Edler They are all very similar in personality --

Unwilling to take responsibility for their own shortcomings. Not humble nor teachable.

At the end of the BCC meeting, county attorney AR said you will have a shade meeting scheduled before the next meeting-- which of course is appropriate.

I fondly remember your "Making sausage" blogs in 2017 when you published those after the fact.

I like your transparency yet it is reserved for those paying attention willing to read between the lines.

I hope you do that with the Qui Tam ones. Of course anyone can go to Pacer also.

I think you should not pay attorneys for something so simple it could have been handled in house especially because it was not handled fairly and equitably.
