We will be having our 51st Coffee with the Commissioner event this Wednesday morning, August 5th, from 6:30 to 7:30 AM live on Facebook.
As we have been doing, we will once again be focusing on the impacts the devastating COVID-19 Pandemic is having on our local community.
We have previously discussed the economic impacts, the impacts on our faith-based community, our schools, our tourism industry, small businesses, and of course--healthcare.
But what about Law Enforcement?
This week, we will welcome special guest Escambia County Sheriff David Morgan to the program, and we will be discussing the challenges this Pandemic has placed upon the men and women of Law Enforcement.
I'll be asking questions and if you have questions for the Sheriff on this topic--please email them to me or post them as comments to this blog post.
some initial areas of discussion will include the following:
1. What is the greatest single impact this Pandemic is having on the Escambia County Sheriff's Office?
2. Is the wearing of PPE, and masks in particular, an difficult issue for the deputies, from a physical standpoint?
3. Has staffing been an issue as members of the ECSO test positive--and how have you overcome this issue?
4. Is there an measurable increase in petty thefts, burglaries, and larceny since the pandemic?
5. With many our of work, and many stuck working from home--has there been an uptick in domestic calls?
6. Has the pandemic necessitated major changes to any particular aspects of the work your deputies do for the citizens of Escambia County?
7. In the unlikely event the Governor shuts our economy down again--many believe this will increase crime as folks will become desperate for necessities. With the unemployment numbers rising and the economy in deep recession already--is this assumption on crime increasing correct in your opinion? and if so--how can we get ahead of this?
I look forward to an interesting discussion on these topics Wednesday. In addition to the Sheriff, we will also have County Administrator Janice Gilley and Escambia County Emergency Manager Eric Gilmore on the call to give an update on the impacts of the Pandemic on Escambia County.
I will ask the salient questions that everyone is asking me.

Why is the BOCC running the jail and not the sheriff?
To 7:17 Pm, the reason for that is that the BOCC had systematically de-funded the Sheriff's budget ever since it's jail operation was turned back over to the Office of the Sheriff in the mid 90's. Its important to remember about the Sheriff's control of the jail, when it was under the Sheriff, that the entity was in charge of Jail Operations; County "Facilities" have always been run by the County. Negotiations for an increased budget for the Sheriff to maintain "Operations" of the County Jail came to an impasse in 2013 and the Board voted to return Operations back to the County. Only one Board Member, Lumon May, voted against it. He understood the concept of scale economics and the consolidation of human resources, that are needed to provide services for LE and Corrections functions, and that the two, being combined , were far more efficient under one "roof." I believe that costly mistake in 2013 has been realized now (or actually was shortly after 2013); the Jail Operations, including the Work Annex, need to be under Operational control of the Sheriff. After all, its our money, right ?

I didn't know the back story. I think the explosion in 2014 and the county having to go into the debt to rebuild was unfortunate. I think Comm Bergosh, you learned a lot from Lumon and the eye opening experience of how much it costs to house prisoners. I saw the video about Bail reform and how one can go from "LOCK EM UP" to the costs for corrections is astronomical. Perhaps prevention is a better avenue to address even here. Learning is a lifelong experience.
Perhaps the jail operation can be revisited to go back under the office of the sheriff. The office of sheriff should be more transparent with their own budget and under BOCC for checks and balances. I noted contention between the two and that needs to end. Yes it's the people's money and the constitutional officers need to work together and not be territorial.
Interesting to have Morgan be on camera and answer questions, however many are glad to see him go. He comes off as arrogant and snarky and we didn't appreciate the way he and Haines acted with the budget negotiation in 2017. Dupe the Welch.
Although police have much authority and power they need to be held to a high standard.
Back to the point of this Coffee though. Covid -19 takes the forefront in the discussion. I think we are under changes we haven't even acknowledged.
Will the sheriff deputize citizens in good standing if necessary?
I think the voters in county need to vote in the incumbent commissioners and Simmons as sheriff. We have important work to do -- experience and stability are necessary going forward.

How is it working out after putting the jail and the county public safety together and paying that one doctor Edler both salaries. What is it about 2K. We haven't heard much since the arrests of a few people for passing out ceus and getting arrested. How is the MD doing with COVID at the jail. Will Morgan keep her if he takes over the jail? The hearing where Edler sued Pino for comments on news sites is being held August 5th with a call in. Public is wondering if a public official can sue a citizen to stop them from posting a comment about them and get away with it. August 5th 2
