I am one member of a five person board. The opinions I express on this forum are mine only, and do not necessarily reflect the views or opinions of the Escambia County Staff, Administrators, Employees, or anyone else associated with Escambia County Florida. I am interested in establishing this blog as a means of additional transparency to the public, outreach to the community, and information dissemination to all who choose to look. Feedback is welcome, but because public participation is equally encouraged, appropriate language and decorum is mandatory. Although this is not my campaign site for re-election--sometimes campaign related information will be discussed, therefore in an abundance of caution I add the following :

Board Votes 4-1 to seek a Civil Action against Jonathan Owens - and Others who Unlawfully Possess Stolen County Files



The Board of County Commissioners took a strong stance tonight on protecting county records.

By a 4-1 vote -- (with Commissioner Kohler voting No)-- the Escambia Board of County Commissioners voted to authorize and direct the County Attorney to seek an appropriate legal proceeding in a court of competent jurisdiction, against those who have unlawfully held and disseminated privileged, confidential, private and exempt records.

We discussed the issue in depth at the morning review session, starting at 1:11 of this video

Former employee Jonathan Owens has admitted publicly that he has these records, he possesses them, he has read them and he has admitted giving this information to other parties un-redacted.

He, Jonathan Owens, bragged about reading it all and keeping it once he left county employment.

At the morning session---even though it was evident I had three votes to support seeking an action in court------the County Attorney requested that the item be brought back to tonight's regular meeting for a motion, second, and vote.

So we did, and the vote was 4-1.

Next up, a court filing by the county against Jonathan Owens.  

Maybe he'll go to the PNJ or on Andrew Tallman's Radio Show and talk about that?  😀

Once again, this petty stuff gets more attention than the reason you were elected - so childish. It’s like the principal alarming parents that notes are being passed in Ms. Beckman’s 2nd grade class while the other students showed up to school and the teachers didn’t but you find that acceptable. Failure in our county is everywhere but this is your focus. This is not elementary school. We are tired of your bully mentality whereby you think you can admonish people/state it your way loudly and we are just to accept it. Jeff’s way or the highway - remember who you represent and where you came from but most importantly what your job is. Wasting tax dollars is not it. Over and over and over.

The bullies are the ones I stand up to, like the former medical director who bullied staff and ruined careers as her far fletched allegations wither under scrutiny and five of six that she accused of scathing allegations were never convicted of anything. Bullies like the former D2 commissioner and his secretary Jonathan Owens who's office, D2, was notorious for flaunting ethics rules, racking up complaints and lawsuits (more than any other Commissioner/secretary duo in Escambia's history), and for attempting to bully staff. No, what happened last night, sadly, was necessary because a former employee who should have known better acquired illegally, possessed illegally, read un-authorized, and released un-redacted a file that contains more than 100 records that are personally identification information, medical records, bank account numbers, social security numbers, and federally-protected health information not to mention security codes for gates and facilities that would NEVER, EVER be released under any public records request. these files are on not just me and my family--but also on a host of county employees, federal contractor employees and their families as well as citizens totally unaffiliated with the county. So your assessment is either totally ignorant of what is going on--or you are Jonathan or a close ally. Either way--you are getting it badly wrong. I believe a crime was committed by this dissemination of this record by Jonathan Owens unredacted--and this is being actively investigated by law enforcement right now. Soon, this will also be litigated in the local circuit court. Bottom Line: I won't, nor will the county, tolerate this blatant theft of confidential data and the dissemination of same. Jonathan can go talk to Tallman McKay if he doesn't like it. Meanwhile, he would be wise to stop illegally sharing that confidential data, he'd be wise to stop proclaiming what he is doing, and he should probably start saving money to pay some legal bills that will be coming his way. He made his bed, he will now lay in it. That's the way this works. Now, go back to ECW and complain and cry about how much you "dislike" that meanie, Jeff Bergosh. LOL

Let me make sure I understand - you gave your personal phone to the county IT staff to back it up? And now you are crying that someone has your personal info? We tax payers paid to have your personal phone worked on and you are crying that someone hacked or stole your information? That’s on you, stop crying!

8:41: #1--No, you do not understand. #2--the only person "crying" will be your boy, Jonathan Owens, when someone taps him on the shoulder over this one day soon and he has to answer to not only law enforcement but also the Florida Commission on ethics for this spectacular lapse in judgment by holding and possessing personal identificaton information in contravention to
§ 817.5685. But, because you are obviously unaware of the real backdrop of what's going on here, let me break it down for you in granular detail, for your edification. The file contains my social security number, social security numbers of several of my children who were applying for various student loans and were not here in Pensacola and the medical health information of myself and family members as well as a number of citizens (12 or more) who shared this sensitive, confidential information with me via text messages over a three year period, to include employees whom I supervised as a part of my day job. None of this is a public record, and none would have ever been released in response to a public records request. I carry one phone, instead of three, and therefore this file download also had some important public records which had to be preserved--thus the county's IT department intervention and assistance. So someone stole this file, and the fact that Jonathan Owens now possess this file, admitted this, admitted reading it, and then subsequently released it to others unredacted is the issue that is serious. It's probably why law enforcement is investigating him for this. I hope you now have a better understanding of the seriousness of this situation. Yes, there will be someone crying when he faces the consequences of his actions, and the legal bills mount-----and his name is Jonathan Owens, not me.

Why are you blogging during the BOC meeting? Two posts during, one right after. You were curiously quiet. Body turned to the right with your open laptop out until the last 30 minutes. Guess listening / paying attention to other issues isn’t as important as this blog. Weird.
