Non-Interference Ordinances are Common, Part II



Yesterday our attorney sent all board members 11 pages of "non-interference"ordinances from counties around the state.  From non-charter counties and charter counties alike.

These ordinances are very common throughout the state of Florida---because they are an effective deterrent to "One" member of a 5 member board attempting to usurp the overall board's power, destroying morale and running good people out the door in the process....

These policies are common because the issues that we are facing in Escambia County right now have obviously been dealt with by other counties in this state in the past--and these ordinances are effective and work if they are enacted.

So even though online its

"Blah blah blah blah....Bergosh is bad...Blah Blah Blah...We don't need this...Blah Blah Blah.....we can't do it because were not a charter county....blah blah blah....It's a head in the sand ordinance....blah blah blah.....everybody's corrupt.....blah blah blah.......blah blah blah"

....even though there is a lot of this going on....the folks peddling this garbage are wrong. 

We're losing good folks, and we won't be able to get any good staff--let alone a quality administrator--if we don't take action and adopt a non-interference ordinance so that employees know they are protected.  I hope I can get two more votes so we can make this happen......All these other counties have figured this out, isn't it time we did as well?  Look at the variations below:

Well it's not over, what we are witnessing is a coup. The scandal ridden Administrator in the pool is most likely involved with the developers, yet has a good resume other wise.
If anyone of the home town heroes are put in they will be labeled GOBs.
In the future much of the taxpayer money will be forwarded to Beach/Perdido special interests in the future while they also put key players in the next positions under the administrator. If thei player is hired.

It may help with public safety, may not..

Cedric may have been a good choice. Was all the mass Exodus and media manipulation planned on purpose to ward off other competition at this critical juncture in time?

Your other board members may be fearful of this ordinance nor too timid or political to speak out, as well as the employees and may not stand up and tell the truth. The blind useful idiots will draw another cartoon and laugh and think they see the truth.
Watching for the show Monday and May 2. I told you Chairman would put the item last.

They will tongue wag and not pass it and the staff will be afraid to whistle blow

The fact the inside investigation as well as the state investigation already being ordered simultaneously will be obscured.

Are you seeing Mrs Weaver's comments on Escambia Citizen Watch (Free Speech)?
Chief Nail came from Palm Bay. Palm Bay was under investigation. She says the truth is coming and it is not pretty and also directs blame to D2.

I'm really concerned about the rush job on hiring the Administrator.

Leaking that letter to the press really really was a chess game "check" move. It is understandable upper staff may be thinking of self preservation, but I hope they know more people see what is going on and they must speak out, and do it soon. It may be too late if the Administrator will be hired Monday. I hope and pray the right person is selected. The idiotic "I'm fighting the GOBS" should not deter you all. That is a tool and a demagogue talking point.

The BCC can not allow this to be swept under the rug, and pretend it's all about the public service and EMS and fire needs. True there are problems there that need to be addressed but that is not the entire picture apparently.

What I wish to point out, in light of the argument toward some of the best choices for not only Administrator but also some key positions in Escambia Government "Good Ole Boy" might actually be a plus.

This is a disrespectful response that doesn’t do anything but turn blame back around. He twists facts to make him look like he person being victimized; What did he say that was productive or doesn’t focus on blame? ABSOLUTELY NOTHING!!

Let’s apply the rules of ethics that Underhill broke when he had the Sheriff endorse him on camera. UNETHICAL! Yet when it was brought to the Florida Ethics Committee, no fault was found. Yet the canons state:
Fla. Code Jud. Conduct, Canon 7A(1)(b) Except as otherwise authorized, a judge or candidate may not publicly endorse or publicly oppose another candidate for office.

"Underhill does as he wants while ignoring his constituents, belittling the culture of the people and recklessly speaking about things to which he has no knowledge…ie the sociological culture of the South & Southern Honor.

The irony in all this is that Underhill wants respect because of his role as an elected official. He also claims that merit not personality should garner that respect. Yet his merits have not garnered JACK. The only reason people are cordial to this jackass is because of the culture of the community….the same culture Underhill belittles continually."

PLEASE HIRE THE BEST PERSON FOR THE JOB OF ADMINISTRATOR IN ESCAMBIA AND DO NOT BASE IT ON UNDERHILL LIES!!!!!!!!!!!!!!!!


Perhaps home town hero would be a better term.

You have to give the county employees an outlet to speak out. They are begging for it. They are getting the word that you can be trusted.

I agree Commissioner Bergosh is doing good things. I too wish county employees had a better anonymous contact point like this. I am seeing all this false praise for Dr. Edler online. I know it is in fact her that is showing favoritism to certain persons by having closed door meetings with union only employees and not inviting non union employees in. She has recently appointed persons to posistions of responsibility without advertising them or giving equal opportunity to everyone. I know she has written prescriptions to employees. I know she treated an ill employee with in her office with IV therapy and possibly administered a medication. However there was no incident report, medical report or billing of any kind for the supplies used. That is theft. There was also no refusal form signed as the employee was not taken to a hospital. I also know that while working at Baptist Hospital she was using a county issued emergency vehicle to drive to and from her other paying job. She has so many interpersonal relationships with employees that she favors. Some employees have spoken out against her and have been bullied and retaliated against. As always there is more to the story than what you read on Facebook.

We watched, live on ECTV, the entire meeting to chose the new administrator. It was very interesting. We were happy to see a unanimous choice from the board and appreciated the talent lined up as well.
It was inspiring to hear idea and thoughts about management and not the usual political push and pull heard at many board meetings. We were in total agreement with the narrowed down choices of the two. #5 seemed like a really great candidate especially. We hope to see improvement within the organization and believe that during this process a few problems have and will be coming out it the open. The employee survey ordered stat, should help tremendously. We hope the Administrator will be able to stand up to strong personalities, and that they will afford her due respect. We look forward to seeing the team she will assemble and we will have to learn to ignore the rumblings of some of the uninformed troublemakers and respect the will of the board and the process. I hope #5 will move to Florida and be part of the team! We just had a great feeling about his interview. Onward and upward. Ignore the gossips who think they know better. We do.

I think there are undercurrents in the county between union and non union employees doing the same jobs under wide pay discrepancies. When ECAT came in, plus union fire fighters and volunteer all working in the same shop.,Imagine that? One gentleman said that in the coffee with commiss video. Truthfully they showed up to ask you, and you acknowledged them, then put the video on you... Now what?

You all should present him a plaque with an Official Hall of Fame award for Top Dog in the Blame Game. You know that is toxic and spreads like a virus.
Instead of acting like a mature board member, he has set himself up as judge, prosecutor, media manager and number one fault finder.

He is trying to run out in front and present himself as a hero, he is not.
