The first draft of a Scope of Work (SOW) for the solicitation for EMS/EMT hands-on skills training has been completed and circulated to the board. If all goes well, the training illustrated in the images below will be put out to bid this coming Wednesday, and we will open responsive bids on June 5th.
If any revisions are made to this SOW, I will post them here. Meanwhile, this 5-page SOW is what is being put out:

I'm not sure how many will see this comment and even whether it matters. The best thing for Escambia County is to turn off Facebook. Even as I say this.. Watch a movie. Backdraft I and II. Relax then let's all get back to work. Stop the blame game.
Looks more like you're trying to staff an ER than train an EMS. The PEARs training and the advanced stroke training are both well beyond the scope of most EMS programs. And if you're going to be re-upping every two years (as this scope suggests) you should consider hiring your own trainers.
These courses are specifically designed for EMS providers. However, the need for a cadaver lab and the availability of vendors who can provide this is limited.
There is so much here that I caannot understand.
Starting with, how did this even move forward when it seemed apparent that the BOCC wanted to put a pause on planning for EMS training, in order to assess needs? Did I miss something during that item Commissioner Bergosh? Because I definitely could have...there was a lot going on. But I left that item thinking that the clear direction was to wait until some of the chaos could be sorted out.
Now we've got a scope of work that still is trying to weight things towards (1) an unnecessary single source of a training company that had close personal ties to then Chief Nail; and (2) a scope of training that isn't even necessarily what EMS most needs right now.
All anybody has to do is Google "EMS Simulation Training" for a quick look at all the excellent companies that provide this sort of training, if that is indeed what is needed. And that case, to my mind, is nowhere near having been demonstrated by Dr. Edler--who wasn't even in attendance for the item at last Thursday's meeting.
In addition, if it is simulation training that is most needed--whatever the scope of that simulation training--why isn't the County reaching out to UCF? They are one of the established national leaders in both simulation and cutting edge virtual reality training. It's a top-notch go-to for this sort of thing. Has anyone reached out to them? I know that procurement's suggestion that Dr. Edler and then Chief Nail that they contact U Miami apparently fell on deaf ears.
Who are the adults in the room on this one, Commissioner Bergosh? Where are the unbiased leaders who are not tied up with single-source procurement desires who can assess needs and do othe appropriate research? Why are we moving forward with any supplemental training when the chaos in EMS administration and management hasn't been sorted out yet?
Most important, what were the procedural steps that took us from this line item at the last meeting to this bid being released? Actually, maybe even more important: how, and to whom, was this bid released? What set of vendors, and what was the criteria based on this SOW?
These are honest questions...I hope you can shed light on some of this for the taxpayers, many of whom are baffled at how this procurement is moving forward at all right now, given what has been publicly exposed about it.

Okay I just had a really helpful call with procurement, which answered some of my above questions, Commissioner Bergosh.
If nothing else, this attempt by Dr. Edler and Nail to sole source this contract is teaching us a lot about how procurement works. They let me know that procurement did indeed send out an email to the commissioners about this solicitation. And from what I understand, this is actually very rare for the commissioners to be notified of a solicitation in advance of it going out. No doubt the extra caution was for the very reason that they had stressed wanting to see it.
Because it was sent out via email, however, in advance of a BOCC meeting where they could discuss the Scope of Work (SOW), it was an awkward position to put procurement in for the commissioners to respond to the request that they weigh in if they had individual thoughts.
So a real question that remains is what the all-fire hurry was to get the bid out there, and why it couldn't have simply waited to discuss the SOW at the next meeting. That aspect might make for some interesting discussion.
From what I can see, there haven't been huge changes made from language that Rescue 1 Company itself originally provided to this SOW. I haven't looked that carefully yet though. I didn't think to ask who provided the SOW to procurement.
I learned that the solicitation typically goes up on the Escambia website, PNJ, and other ad agencies, but I don't know if subject matter experts are consulted on where else specialized, targeted services could go. I highly doubt, for instance, that regional providers of this sort of training would know to be looking for something like this in the PNJ or on Escambia. And I don't know if procurement has the resources to research where else solicitations for particular bids might be targeted.
This could be another humdinger of a line item at the next meeting...
During the June 14, 2018 COW during the LOST discussion at 1 hour to 1 hour 10. The EMS didn't seem to be in an uproar danger zone. I think this was an attempt to run off some good people and was a cya move from lower staff as in fire chief and MD. Looks like D-2 thought he could pull off a political move. I hope he left dias because he is under a HR investigation.
Throwing employee scape goats under the bus is weak.
However if Lavoy and Weaver give up and walk then who am I to defend someone who won't defend themselves? Not my circus. Not my monkey.

SECTION 22Bid tampering.
838.22 Bid tampering.—
(1) It is unlawful for a public servant or a public contractor who has contracted with a governmental entity to assist in a competitive procurement to knowingly and intentionally influence or attempt to influence the competitive solicitation undertaken by any governmental entity for the procurement of commodities or services, by:
(a) Disclosing, except as authorized by law, material information concerning a vendor’s response, any evaluation results, or other aspects of the competitive solicitation when such information is not publicly disclosed.
(b) Altering or amending a submitted response, documents or other materials supporting a submitted response, or any evaluation results relating to the competitive solicitation for the purpose of intentionally providing a competitive advantage to any person who submits a response.
(2) It is unlawful for a public servant or a public contractor who has contracted with a governmental entity to assist in a competitive procurement to knowingly and intentionally obtain a benefit for any person or to cause unlawful harm to another by circumventing a competitive solicitation process required by law or rule through the use of a sole-source contract for commodities or services.
(3) It is unlawful for any person to knowingly agree, conspire, combine, or confederate, directly or indirectly, with a public servant or a public contractor who has contracted with a governmental entity to assist in a competitive procurement to violate subsection (1) or subsection (2).
(4) It is unlawful for any person to knowingly enter into a contract for commodities or services which was secured by a public servant or a public contractor who has contracted with a governmental entity to assist in a competitive procurement acting in violation of subsection (1) or subsection (2).
(5) Any person who violates this section commits a felony of the second degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.

There are emails Underhill told Lavoy to get that training. There is a news story That has a quote from his lips to the public ears On WEAR channel 3 news. April 9, 2019

Jeff, it is a wise decision for the welfare of the County. The medical field is always evolving, and learning is lifelong process of keeping abreast of changes.
