51st Coffee With The Commissioner This Wednesday: COVID-19 and Impacts on Law Enforcement

What are the impacts of the COVID-19 Pandemic on our local Law Enforcement?  Find out Wednesday as we discuss the Pandemic with Escambia County Sheriff David Morgan

We will be having our 51st Coffee with the Commissioner event this Wednesday morning, August 5th, from 6:30 to 7:30 AM live on Facebook.

As we have been doing, we will once again be focusing on the impacts the devastating COVID-19 Pandemic is having on our local community.

We have previously discussed the economic impacts, the impacts on our faith-based community, our schools, our tourism industry, small businesses, and of course--healthcare.

But what about Law Enforcement?

This week, we will welcome special guest Escambia County Sheriff David Morgan to the program, and we will be discussing the challenges this Pandemic has placed upon the men and women of Law Enforcement.

I'll be asking questions and if you have questions for the Sheriff on this topic--please email them to me or post them as comments to this blog post.

some initial areas of discussion will include the following:

1.  What is the greatest single impact this Pandemic is having on the Escambia County Sheriff's Office?

2.  Is the wearing of PPE, and masks in particular, an difficult issue for the deputies, from a physical standpoint?

3.  Has staffing been an issue as members of the ECSO test positive--and how have you overcome this issue?

4.  Is there an measurable increase in petty thefts, burglaries, and larceny since the pandemic?

5.  With many our of work, and many stuck working from home--has there been an uptick in domestic calls?

6.  Has the pandemic necessitated major changes to any particular aspects of the  work your deputies do for the citizens of Escambia County?

7.  In the unlikely event the Governor shuts our economy down again--many believe this will increase crime as folks will become desperate for necessities.  With the unemployment numbers rising and the economy in deep recession already--is this assumption on crime increasing correct in your opinion?  and if so--how can we get ahead of this?

I look forward to an interesting discussion on these topics Wednesday.  In addition to the Sheriff, we will also have County Administrator Janice Gilley and Escambia County Emergency Manager Eric Gilmore on the call to give an update on the impacts of the Pandemic on Escambia County.

Medical Professionals are Begging us to Mandate Masks Part II


The Latest Rules for Wearing Masks—And Good Masks to Buy

From a Local Medical Clinic Employee:

"Mr. Bergosh:   Sadly, I have watched you over the last month on TV rudely speaking to a physician in a meeting regarding support to follow CDC guidelines which support wearing a mask by all people. Last night, you sarcastically said that wearing masks in down town Pensacola was not being enforced or working.   I applaud the majors[SIC] actions to enforce and guide Escambia citizens in the right direction but the city can not do it alone it needs to be countywide and statewide.  When you encourage people "to  shop at Winn Dixie where they don't require masks" because they have a choice you are allowing more asymptomatic people to infect others.  We are very disappointed as health care providers in the leadership that you are providing regarding the support to not wear a mask.  Unfortunately, wearing a mask is not an option or a right when it can bring harm to another individual!  Perhaps you should take a tour at all the area hospitals and see how many patients are currently in the hospital.  I encourage you to  talk and listen to the staff who are very tired, stressed, and becoming ill themselves. As a social worker I can not even find transportation for my dialysis patients because nobody wants to transport a COVID patient to dialysis because of fear of catching the virus and inability to clean their vehicles appropriately.   I'm asking you to be part of the solution not the problem.  It's bad enough that we have a governor who has let Florida's COVID spread like wildfire.  As I watch our numbers in Escambia county climb every day I feel compelled to reach out to you to put politics aside and do the right thing to protect our county.  Postcards are nice but leadership is better."

From a doctor this week:


"Dear Commissioner Bergosh,

   I am a practicing Pulmonologist and Critical Care physician and resident of Escambia County for 27 years. I have never written to the BCC and hope never again to feel compelled to do so. 
My colleagues and I need your help.

   In the last month, I have taken care of hundreds of seriously ill Covid-19 patients in three local hospitals. Bed space is extremely limited and we are stretched to capacity. This situation is not sustainable. These patients are your neighbors, community members, potential relatives and constituents who are depending on you to exercise the power you were elected to deploy, in order to keep them safe.

   Masks and facial coverings work. A recent study, published just 3 days ago, compared the growth rate of Covid-19 before and after mask mandates in 15 states and the District of Columbia. It found that mask wearing led to a slow-down in transmission in the first 5 days of the mandate. After 3 short weeks, the Covid-19 growth rate slowed by 2%. Another study of 198 countries showed significantly lower death rates as a result of masking.

   Issuing a mask mandate, either by Commission vote or emergency order by the County Administrator, is a simple, harmless, low-tech and remedial step that is wholly within your power. To save lives. I hear the circular argument that such a mandate would be difficult to enforce. Commissioner, you were hired to make difficult decisions, in the interest of public safety. Just as I was hired to make difficult decisions regarding treatment of non-mask wearing patients who end up in our ICUs needing intubation because their lungs have deteriorated from the inflammatory process of this lethal virus.

   Seat belt laws, bicycle helmet laws, texting while driving laws, smoking bans in public places were all difficult implementations. Yet they have reduced hospitalizations and saved human lives. 
Is difficulty of enforcement a legitimate reason not to try? Your "Mask Up" campaign is a good step in the right direction but does not go far enough. It has not resulted, as we hoped, in the reduction of hospitalizations we desperately need. Our county is currently in the "red zone" classification of disease and our area recently reached a 155% increase in Covid-19 cases. Unfortunately there is no end in sight.

   How did a 6" x 4" piece of fabric that filters bacteria and viral pathogen become a debatable topic? If you have ever been a patient, did the sight of a mask on your physician or nurse elicit any response other than reassurance? We have been wearing earloop masks in health care for half a century. Because they work!

   Promotion of public health is arguably the greatest investment a government official can make. You have an opportunity here to help physicians in your community do their job. In the interest of public health, in the spirit of mutual human respect, please work WITH us, not AGAINST us. Physicians in Escambia County need your help. Now.

Double Standards Part II: Safe Activities for Youth During the Coronavirus Pandemic

12 Questions to Ask About Your Child's School Bus Ride
How can it be stated that it is "unsafe" for college students to congregate at the beach without wearing masks and not socially distancing--- but that it is "safe" for high school students to be on packed buses with one another unmasked and without social distancing?


There are a whole lot of double standards happening these days.

Depending upon one's political ideologies and/or worldview--some of these double standards are accepted, embraced, and all but condoned.  Even when they do not make sense.

Yes, intelligent people will look you straight in the face and tell you one thing is safe, yet excoriate the same behavior in another context/setting.  Then when you ask for elaboration and point out the obvious double standard--they'll dismiss your query as inane, get mad you had the temerity to ask about it---- or worse yet--not even answer a direct question on the topic.  Direct, on-point questions get sidestepped in favor of canned talking points supportive of a desired outcome or political party position or what a particular politician prognosticated.

Case in point and a major disconnect in the COVID-19 response: The behaviors of our youth and their susceptibility and vulnerability to COVID-19..

On the one hand--18 and 19 year old spring breakers gathered in numbers on the beaches in close proximity to one another--wrestling on the beach, frolicking in the waves, doing what college students do on spring break---well that is DANGEROUS, IRRESPONSIBLE BEHAVIOR!  It will lead to the SPREAD of the virus----we have to SHUT THAT DOWN! is what we all were told in March and April.  It was a potential DISASTER!!  They screamed at us.  So we shut that down, after all--these were the experts telling us this, so.....we listened.

Fast forward a few months and now everyone is bound and determined to get "back to normal" in the safest way possible, and as quickly as possible--- and the "experts" now say---School will be safe for students!!  "Children are safe, we can send them back to school, and no--we won't mandate masks and no--we cannot socially distance the students on the buses because nobody has the budgets to afford to do this----But don't worry--16, 17, 18, and 19 year old high school students packed on the buses, not wearing masks and not socially distancing, goofing around, engaging in horseplay, and doing what high schoolers do on the bus---well don't worry about this though.  This is SAFE--NO WORRIES, NOTHING TO SEE HERE, move along!"

Wait.....what?  A rational person would clearly see this disconnect and say "Wait a minute--either both behaviors (spring breakers and bus riders--neither group wearing masks or socially distancing) are dangerous---or NEITHER behavior is.  It is one or the other--but no way it's both.

Yes, yes--these so-called experts (most of whom would never even put their own children in a public school, let alone on a public school bus) will point to a pediatric study that was conducted early-on in the pandemic and say--we don't think it affects children the same way it affects adults.  We think it will be safe.  Look at this study!!  How dare you question us!!(They won't mention the fact that this particular study and its resultant conclusions are based upon certain conditions--- including social distancing happening in schools and the schools re-starting in communities where there is not widespread community transmission of the disease occurring presently. They also won't tell you about the South Korean study that indicates students 10-19 transmit the disease like adults do....)  But wait--can Escambia county really check either of those boxes right now?  Too many questions.....Nevertheless--do not question the experts, do not question them!

I am questioning you.  I don't believe you.  And I'm not subscribing to any of your political posturing, party agendas, or deadlines.  I listen to teachers who are concerned.  I have heard from administrators

We will have County Administrator Janice Gilley, Escambia County Emergency Manager Eric Gilmore, and special guest Dr. Martha D. Saunders, President of the University of West Florida, on the live stream.  The topics will include the latest on the COVID-19 Pandemic here in Escambia County.  Also, I will ask about how the University plans to mitigate the risks for students and faculty when the fall semester begins, and what steps are being taken to operate even as we all deal with the pandemic.  Should be a very interesting discussion.

Businesses Already Have the Ability to Mandate Mask Wearing on their Premises--Under Federal Law

Most citizens, myself included, support the CDC guidelines on mask wearing.  But most of the citizens that have contacted our office have voiced opposition to making "mandatory mask-wearing" ordinances that could lead to fines and citizen arrests.....


Many current and former business owners know they can refuse service to the public for a variety of reasons.

"No shirt, no shoes, no service!"  We have all seen these signs.

If a business chooses to make mask wearing on premises mandatory--they can do this and refuse service to those patrons who do not follow the rules.

So why the push to make the county "mandate" mask wearing via an ordinance like the city of Pensacola's very flawed rule?

I've had people email me saying the business community wants this ordinance--for their protection.

But wait--these same businesses, any time they want to, already have the power to limit access to their premises to only folks who are wearing face coverings or masks--as long as they are not doing this to purposely target a segment of the population in a way that is discriminatory.  I asked our attorney for the relevant statues, and she provided me the following yesterday:

Relevant quote:  “The ADA permits a retailer to deny goods or services to an individual with a disability if their presence would result in a “direct threat” to the health and safety of others, but only when this threat cannot be eliminated by modifying existing policies, practices or procedures or permitting another type of accommodation.”

28 CFR § 36.208 --- “This part does not require a public accommodation to permit an individual to participate in or benefit from the goods, services, facilities, privileges, advantages and accommodations of that public accommodation when that individual poses a direct threat to the health or safety of others.”



They don't need us to do it for them, and the vast majority of counties in America ARE NOT making ordinances mandating citizens wear masks in public.

More than likely this is due to the fact that such ordinances must have so many exceptions, exemptions, and carve-outs that the exemptions swallow the rules.

Not to mention the questions of efficacy as it relates to wearing scarves and/or bandanas loosely around the face for protection from airborne virus particles that are .1 Micron in diameter..

Not to mention the challenges of enforcing such mandates (e.g. some citizens cannot wear masks due to health conditions--so will these folks be shamed.  And who will decide the veracity of claims by such citizens of medical problems prohibiting mask wear?)


Mandatory Masking Policies Draw Lawsuits Statewide



The County Attorney's Office compiled the chart, above, based upon some current litigation swirling around the state regarding governmental "mandatory masking" blanket policies.

Currently, the circuit courts and at least one federal court have sided with the governmental entities.  The thought is that during the pandemic the courts are balancing the states of emergency and protection of health and outweighing the freedom of choice arguments from those opposed to mandatory mask ordinances.

But most of these are at the very early stages and all appeals are not concluded----so who knows where all of this will land at the conclusion of all appeals?

Meanwhile, in Escambia County we have not issued a mandatory mask wearing ordinance and therefore we will not be incurring costs as these other jurisdictions are currently.

We will be having County Administrator Janice Gilley, Escambia Emergency Manager Eric Gilmore, and Escambia County Supervisor of Elections David Stafford on the live-stream.

We will get an update on the Coronavirus from both Janice Gilley and Eric Gilmore--and then we will discuss the upcoming primary and general elections slated for August 18th and November 3rd respectively.  Specifically, I'll be asking Mr. Stafford how the COVID-19 pandemic is impacting the elections this year and what is being done to ensure safe and accessible elections this year.

Should be a very interesting conversation.

To Mask, or Not to Mask!



That is the question........

And now, I am getting it from both directions.  "Make Masks Mandatory!" is the flavor from one side.

"Don't take away our Freedom--don't make masks mandatory!" is what I am hearing from the other side.

Meanwhile--the Escambia Board of County Commissioners does NOT have this for action at our upcoming meeting--(although it may be brought before the board as an "add-on" by a member.....)

Meanwhile, here is an example of a thoughtful back and forth email exchange between a constituent and I on this topic from this morning............intelligent, thoughtful, respectful, cordial, un-emotional..



"Mr. Bergosh,

Usually I write to you about XXXXXX. But tonight I am writing to you as someone retired from healthcare. Forty three years actually.  Thirty three of those running a clinical laboratory.  I have been through Aids, Ebola, Swine flu, and many other similar outbreaks, epidemics, and pandemics.  So I am very familiar with what the right thing to do is regarding curbing the rising infections.  

 Mayor Robinson should be commended for implementing mandatory masks.   While our Governor and President do nothing.

The Governor's statement the other day stating people will just need to do the right thing stunned me. Well if people always did the right thing we wouldn't need laws.  It could even be said we wouldn't be in the middle of a pandemic if people did the right thing.  How many laws have been passed to protect people from themselves?  Wearing seat belts, no texting and driving, no drinking and driving.......to name a few.

I ask you and the other commissioners to please follow Mayor Robinson's lead.  Make face masks mandatory in Escambia county. There is absolutely no reason a business should have to shut down if only everyone would social distance and wear masks in public places.  South Korea and Japan are excellent examples of that.

Thank you for the email, and I cannot wait until XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX!

About the mask wearing:  There have been rumors circulating about The Escambia Board of County Commissioners making mask wearing mandatory—however this has not been brought forward onto our next agenda for July 2nd by either the staff or the chairman Steven Barry.  I understand the city has gone that direction (mandatory mask wearing).

Nevertheless----I am studying all sides of this topic in the event it does come before us as an add on to the agenda.  Full disclosure—I am getting PASSIONATE pleas on both sides of this issue so I am going to look at this particular issue very analytically—not emotionally.

To help with my decision making—I will have a special “Coffee with the Commissioner” event this Wednesday morning online on my Facebook site from 6:30-7:30 AM.  My guests will be the CEO’s of all three local hospitals—Baptist, Sacred Heart, and West Florida.  They know I will come prepared with questions for them about the wear/don’t wear masks in public question—as well as other issues about capacity in their respective hospitals and ventilator and ICU capacity.  It will be a worthwhile watch this Wednesday morning if you are available.  It will be live on my commissioner’s Facebook page here  https://www.facebook.com/CommissionerBergosh/

One issue that stands out initially and immediately to me is the fact that nobody is wearing masks properly—and nobody is specifying what types of masks should be worn.  They should be single-use---and the surgical masks I see folks wearing are not masks that protect the wearer from COVID-19-----it says so right on the box packaging.  Yet I see folks wearing these very same ineffective disposable masks over and over and over—placing them on the rear-view mirror then re-using them again and again—touching the contaminated masks then touching their faces as well as common use items in the grocery stores, retail stores, playground equipment, door-handles etc.  This behavior worries me—because I believe this actually exacerbates—not

As the spike in new cases of COVID-19 is erupting around Florida and other states like Texas and California---we are maintaining a fair amount of capacity in our local hospitals.

Ventilator capacity locally is 80%.

Bed capacity is about 25%

We simply have not seen hospitals being overrun with COVID-19 cases locally--thankfully.

We are getting a higher number of new positive cases, and younger people are coming up positive in higher numbers as well.

So this week for our 47th Coffee With the Commissioner Event--we age going back to the source for new insights, facts and figures about the pandemic's impacts locally on our 3 main hospitals.

We will focus on our area's response to the COVID-19 Pandemic and how our area hospitals are handling the current issues locally. 

Our guests for this live conversation will be Escambia County Administrator Janice Gilley, Baptist Health Care in Pensacola CEO Mark Faulkner, Dawn Rudolph, President and CEO of Ascension Sacred Heart Hospital Pensacola, Justin Labrato, President of Ascension Medical Group, and Gay Nord,  CEO Of West Florida Hospital.

I intend to ask about how the Hospitals are handling this pandemic locally, their current census figures, and how the number of available ICU beds is figuring into our area's "preparedness" for a spike in new cases-----if this leads to a spike in new hospital admissions.

I'll also ask about their surge plans; how will they react if we get an influx in new hospitalizations like the Houston area is seeing?

To wear or not to wear masks--I'll have some questions about that.

Mask Wearing: Mixed Messaging Hasn't Helped

Since the very beginning of the current COVID-19 Pandemic--opinions have "shifted" among the experts about whether or not uninfected individuals should or should not wear masks.

At a late March Coffee with the Commissioner event with our local Director of the Health Department--I was astonished to hear that mask wearing was NOT recommended by the CDC for the general public.  Watch this video, see the comments yourself from minutes 11:00 to 13:00....

Subsequently, into April and May---when PPE was scarce--some outlets reported that the whole "Don't wear a mask" messaging by the healthcare industry and the media and by the CDC and local Health Departments --------was done simply to keep the average, ordinary citizen from "panic buying" all available N-95 Masks that were readily available at that time at places like Walgreens, Wal Mart, Lowes, Home Depot, and other outlets.  Toilet Paper shortages were bad enough--but if ordinary citizens thought they needed masks and would have bought them up, well that would have been catastrophic, right?!

PPE is still scarce--and it's expensive.

Regardless----more and more localities are mandating the wearing of masks.

Some are simply recommending they be worn.

The World Health Organization muddied the waters even further on the mask question by going back and forth on guidance on citizens wearing masks to prevent COVID-19.

The mixed signals sent by the Healthcare Industrial Complex on this topic have not helped!

Last weekend I was bombarded with requests that we NOT make mask wearing mandatory.

And this topic (mandatory mask wearing) was not and is not even on the agenda for our upcoming regular BCC meeting on July 2nd!! 

Some folks are very happy about this.

Others want it added and enacted--a mask-wearing ordinance.

But wait--there are specific steps that must be taken to enact an ordinance--including multiple public hearings.  Should we follow our own policy on making this an ordinance?  Or we could do it under emergency authority--but wait that has some pitfalls as well.   And inevitably it would be challenged in court.

Mandatory Mask Wearing in Public in Escambia County? What???Where is This Untrue Rumor Coming From?

I'm suddenly getting emails urging me to NOT support MANDATORY mask wearing ordinances in Escambia County.

But so far as I know--there is NO SUCH ORDINANCE in the works.  None.  We're not bringing this.

So where is this push coming from anyway?  Here's a flavor of what I am getting from emails to me:

"Commissioners,

It has been brought to attention there's an effort being made in Escambia County, Florida to lock things back down and introduce new regulations. Many understand there is pressure being placed on you all as Commissioners to "act". The Governor says OPEN, but individuals are saying to impose regulations and mandate masks. MOST ARE NOT EVEN USING MASKS PROPERLY. How is wearing a CLOTH mask on your forehead, in your car by yourself, on your chin, wearing a mask to the beach that's floating up on shore, lifting it up and down a ton of times a day and readjusting it constantly helping anything at all? If anything, people are breathing in their own Co2 all day. They are doing the above then touching their face, grocery store items, cross contaminating their vehicles, leaving nasty gloves all over the place and whatever else. THEY ARE USING THESE MASKS AS AN EXCUSE TO PACIFY THEMSELVES AND MAKE IT SEEM LIKE THEY'RE DOING THEIR PART TO HELP. THIS VIRUS IS NOT GOING AWAY! There will be NO cure, only a vaccine and there is no telling how long that will be before it happens. People have to survive, NOT DEPEND ON THE GOVERNMENT to take care of them. Making masks mandatory will do nothing but make people mad, make people have to justify why they are not wearing one which means in turn officers get to babysit. You also would be imposing fines on people who are already suffering from the pandemic which took a toll on their livelihood. It is not right to overstep your boundaries on citizens and attempt to force them to do things which would be Unconstitutional. The Constitution does not say "We have rights....Unless someone gets sick". If people are FORCED into closing their businesses down again, you will have a mess on your hands. People are frustrated, fed up and losing everything they've worked their entire lives for. Suicide rates, divorces, law suits, depression, violence, theft and other many things will be up sky high. PLEASE DO NOT OVERSTEP AND FORCE ANY OF THESE THINGS ONTO CITIZENS OF ESCAMBIA COUNTY. We all have the need as humans to feel like things are somewhat normal. We have been through many viruses, and sicknesses. This is NO way for anyone to live. Imposing on people is only a way to turn law abiding citizens into what would be considered criminals just to survive. The government is allowing inmates out of jail because of Covid and locking good citizens up because of Covid. What sense does any of this make? 
PLEASE DO NOT BE PRESSURED! NO MANDATES, NO MANDATORY MASKS! NO CLOSING AGAIN! WE NEED TO MOVE FORWARD!

"There is now an organized effort being made in Escambia County Florida, to lock the county back down and introduce new regulations concerning the Second Wave of COVID. We are seeing pressure being put on County Commissioners to “act because the state will not be helping”. In other words, they are saying that the Governor says “Open” but we should close down regardless, and impose more regulations.

     I would like to remind you that our area has in fact flattened the curve of COVID and our medical community has NOT been overwhelmed by COVID patients. 

     Yes, Escambia County Florida currently does NOT require a mask mandate, nor is it closing the county back down due to COVID. We indeed are very lucky to live in an area not currently mandating masks, but we are aware of the opposition in the works to do just that. 

     This virus is here to stay, and our area has proven that without masks and overreaching regulations, we can live normally and remain cautious. Escambia County does NOT need more regulation, Escambia County does NOT need to mandate masks in public. 

     South Florida is setting an extremely dangerous precedent when they mandate masks until June

When Will Bars Open?

When Is a Martini No Longer a Martini?



When?  When can we open too, like the restaurants are?  This is a question that is being asked of me---on Facebook and also via email.  Folks want to know why there appears to be a double standard allowing "restaurants" to serve alcoholic beverages but not allowing bars and breweries to open to serve alcoholic beverages.

To me it is not unlike the illogical allowance of dental cleanings and procedures while simultaneously barbers were forbidden from opening to cut hair.  Or like hotels being able to cram hundreds of guests into small rooms, and turn over these rooms every couple of days--while the owners of larger condos and homes on the beach could NOT rent their properties on a short term basis.  Those both got fixed thankfully.  So now--why can a restaurant that sells LOTS of alcohol be allowed to serve guests cocktails and beers on a patio---yet the "Bar" next door that does not sell food but that has a patio cannot sell cocktails and beers to guests on their patio?

It is a fair question.  It needs to get fixed ASAP or some of these establishments will not reopen ever...

Albert asks me this in an email to my office Thursday:


"I am emailing you today as the owner of a bar in Downtown Pensacola called XXXXX located on Palafox Pl. We have been open for 10 years and my employees are asking me when we are going to re-open. Now I am calling on you for guidance on this issue. Every business around us, including restaurants, bars that have a food permit but are essentially operating as bars, gyms, and retail shops are open. In some cases, operating at full or even over capacity. We have been closed since March 16th, among the first industries to close and still have no clarity on when we can open, despite being one of only a few industries forced to remain closed. XXXXXXXXXXX. believes this policy may be discriminatory.

Please let me know if you can provide any clarity on this issue for me."


Neal asked me this on Facebook recently:

"With restaurants, beaches, stores and youth sports opening back up,  there are other small businesses that still are forced to remain closed. Many are family owned with no other income. There are nine breweries in the area, and only a few  serve food, all with ample room for people to spread out indoors or go outdoors. Do you have any idea when they might be allowed to reopen? Hopefully before they have to close permanently."

The Re-Opening of Escambia County Begins Today

In alignment with the Governor's phased approach to opening the state--- Escambia County Facilities will begin a partial re-opening later this morning, Monday, May 4, 2020.




From County Administrator Janice Gilley:


"Dear Team Escambia:

Thank you again for your commitment to our citizens and your continued work during this very difficult time. I hope you and your families are safe and healthy.  As we look forward to getting back to a new normal in Phase I, please take time to read the information below related to your safety and reopening buildings at 25% (included at the bottom of the message).  Escambia County wants to protect our citizens and our employees that come to our facilities.  In anticipation of welcoming the public back to government facilities in a safe yet comfortable manner, the County will implement safety measures and guidelines. 

First and foremost, to protect themselves and those they come in contact with throughout the day, employees should remember to:
Be calm.  Be clean.  Be healthy.
·         Stay home if you’re sick
·         Move away from people before coughing or sneezing
o   cough or sneeze into your elbow or if available, a tissue and then discard the tissue in trash
·         Avoid close contact such as hugging or shaking hands
·         Avoid large gatherings (more than 10 people) and stay at least six (6) feet away from others
·         Avoid being around anyone who is sick or who may have a weak immune system
·         Avoid touching your eyes, nose, and mouth
·         Wash your hands often with soap and water for at least 20 seconds, especially after coughing, sneezing, or blowing your nose
·         Use an alcohol-based hand sanitizer that contains at least 60% alcohol if soap and water are not available
·         Continuously clean and disinfect frequently touched surfaces and objects
·         Following the CDC’s recommendation that masks or face coverings be worn in areas where social distancing is difficult, we will provide masks/face coverings for staff use. The provided face coverings are not personal protective equipment. They do not protect the wearer, but rather protect others from the wearer.
·         Staff should make every effort to maintain social distancing throughout the office. Wearing a face covering is optional but strongly suggested for staff that need to go to stores or other public places while working.
