Who are the Flood Defenders?

I had the opportunity to meet with Flood Defenders founder and
CEO Jay Faison yesterday afternoon at a Dunkin Donuts shop
off of Davis Hwy in Pensacola.  The conversation was interestng...

I've seen their signs around town in a few locations.

I've seen some posts on local social media.

Former Escambia County employee Chris Curb has come to a few meetings representing this group..

So who are the Flood Defenders?

I hadn't spent much time thinking about it  until last week when I was "introduced" to founder and CEO Jay Failson via a state representative's group text message-- encouraging me to sit down with him to talk about the issue of flooding.

So I scheduled a meeting with Mr. Faison, and had to pivot, at the last minute, from meeting yesterday afternoon in my office to meeting him instead at the Dunkin Donuts Shop location on Davis Hwy.

So I walked in, purchased a beverage,  and introduced myself  to Faison and his product manager Jonah Driggers--and we had an exteremely honest, frank discussion on a variety of topics (local politics, local budgets, and local flooding, mainly).

"Sorry for the switch at the last minute" I told them both.."This isn't exactly where I normally have county meetings.." I chuckled.

"No--this is fine.  It's actually a lot quieter than Starbucks would have been!" Faison quipped.

"So tell me what you guys are all about?"  I asked to kick off the discussion.  

"I was fortunate to sell a company for more than it was worth, and I founded Flood Defenders--this is what I am doing now." said Faison.

"Why did you decide on this as a cause?"  to which he replied "Someone close to me lost everything in a flood--so I decided I would do something about that."  He replied, succinctly.

"What does winning look like to you and Flood Defenders?"  I asked.

He leaned back in his chair, clapped his hands together, and then leaned forward over the table and said-"That's a great question, thanks for asking"..at which point he dug into this topic that he is certainly passionate about.   "Winning is getting local, state, and Federal governments to take this problem seriously, and to spend more on addressing flooding.  In the last session here in Florida, we worked very closely with [speaker] Chris Sprowls to pass historic legislation that will provide hundreds of millions of dollars in grant funding for the state and for counties like Escambia--these are some wins."

He and Mr. Driggers went on to describe how Escambia county was one of the most flood-affected counties in the state--to which I described some of the reasons why this might be..."We were the only county out of 67 that were allowing builders to build storm ponds and developments to a 25 year standard--while everyone else in the state was already at the 100 year standard."  He already knew that, but he pointed to some different, more profound and troubling issues in Escambia County.  "Escambia County's approach to the flooding problem is all over the map..I'm just trying to wrap my arms around it and it is a basin study

here, a report there-but no real coherent strategy." he pointed out.

I went on to let him know about my campaigns going door to door and how folks had related to me very frequently that stormwater issues were a HUGE concern--that and traffic issues.  So he certainly had my attention when he set a nicely organized, printed PowerPoint presentation down in front of me, showing a couple of examples of lingering stormwater issues in my district that could be constructed with a significant portion of the costs coming from the state.  So I suggested that he coordinate directly with staff--including a meeting with County Engineer Joy Jones.  He intimated he would meet with her "In three weeks when I come back to town."

I told him about two current stormwater projects I have funded with discretionary LOST funds(Sarasota street/Floridian Ditch and Fridinger/Dunaway)--with a query to him about whether or not current project, already funded, could qualify for some of this new grant money.   "I'm not sure, that's a great question."

We talked a little politics too--with me sharing in complete honesty (probably a bit more honest than I needed to be) about what I think about some of the dynamics on our current board and some local chat sites... 😏.  We also talked impact fees, my staunch resistance to raising year over year tax rates on current property tax payers in the county, his thoughts on global warming, and whether or not his organization would delve into local politics by endorsing and supporting candidates for office.

"Yes, we probably will.  We want action and we want to support people who want to work on this problem" he stated unequivocally.

So there was that.

As we were wrapping up our discussion and everyone was preparing to leave the donut shop, Faison pulled out a crisp and very nicely designed and costructed business card and handed it to me.  I opened my billfold, placed his card in there, and pulled out one of mine, folded with creases from the way it is stacked in my wallet and handed it to him.  Momentarily it reminded me of the infamous business card scene from American Psycho.... (Suffice it to say my standard, carbon copy card is nothing special....)

I was appreciative of their time and their willingness to change venues to the donut shop for the meeting--and I expressed this to them as we all walked out of the shop together to our cars. (as we were leaving, a donut shop "customer" -who hadn't made a purchase--laid back in the booth right behind where we were sitting, plugged in her cell phone(s), and stretched out for a nap.....so that was kind of bizzare.

Nevertheless--the meeting was a good introduction to what these guys are about....The takeaway:  The passion just oozed out of Mr. Faison.   No question about it--he is serious about the issue of properly addressing flooding.  And he is putting his money where his mouth (and passion) is.   

This group is aiming to be a major player in this space--- not just in Escambia County--but throughout the region and country.

It will be interesting to follow their progress, for many reasons, going forward.

Myself and my family lost everything in Ivan from flooding so I can relate to their cause. Thank you for bringing their org to our attention. It’s real nice to see a politician taking the time to meet with outside organizations that can help the community.

That's fantastic that you met with them, Commissioner Bergosh. Despite a lot of research, I've never been able to get a precise through-line on this group's activity here, and whether they had official ties with the earlier "floodtrends.org," which presented as very nasty PAC-like. That iteration was clearly a fake advocacy site, with funding sources that were untraceable...we lost the line in tracking the money out of state--as is so often the case.

It was bad enough that floodtrends was posting fake "reporting" buttressing Underhill's most recent attempt at a FEMA scam on his illegally cobbled fishing camp, and his subequent attempt to game his homeowner's insurance, once FEMA was onto his game and turned him down this round. There was also the horrible politicking against the Lake Charlene Homeowner's Association, with an award-winning environmental muckraker calling around on vague credentials, and refusing to say who he was working for.

At that point, I called Gloria Horning and warned her that there was a PAC in town masquerading as an actual advocacy group. She checked their stuff out and agreed, and alerted the real federal groups she was associated with to their game.

Then floodtrends suddenly morphed into Flood Defenders, at which point I said, "Oh boy--that PAC just got a *huge* infusion of cash. This is the real deal now. Watch out."

I've followed their activity very closely, and have been in a lot of communication with Chris Curb about storm water issues in the County (talking to anybody else still at the County about it is pointless), and what direction the Flood Defenders org was headed. I told him from the get-go that the County engineering department and administration deserved anything he could expose about their ineptitude, after terminating him on bad pretense, breaking his due process and tanking his verbal harassment complaint with HR (yep, another one). But that no good would come of a group that was simply politicking against the BOCC to blow three of them up while patting the other two on the back for who knows what special political interest.

In other words, while I knew Chris will always have the good of County constituents at heart, I still didn't trust the primary motivations of Flood Defenders--is it really about flooding for them? Or is it more about political influence--their own, and whoever might be backing them? Because quite frankly the whole thing has a very ConTown sheen to it.

At bottom, whatever their up front and hidden agendas, if they can impact flooding here while keeping an open, honest dialogue with the commission--more power to them. Hopefully they *do* have some positive impact on getting the disastrous building practices here contained, and pressing the County to stop allowing developers to violate the LDC for a slap on the wrist.

The number one thing they could do to convince a lot of people they are for real is to stop posting on Escambia Citizens Watch. If they keep playing to that audience, and allowing Doug to post in his hypocrite fashion--while, for instance, he gives duck and cover to his previous business partner on Perdido Estates, and violates the LDC in his own yard (and that's just two examples)--then there are going to be a whole lotta people who have trouble taking their motivations seriously. Their willingness to meet with commissioners and have candid conversations lends them legitimacy. I hope they recognize, though, that any trafficking with the hypocritical Douggites special interest will pollute their messaging and make people doubt their motives.

Last Thursday, Escambia County Clerk Pam Childers pronounced at the Board of County Commissioners meeting, “The state has determined it is illegal to have a 401(a) for elected officials. They emailed me yesterday.”
As I suspected, Childers received no such email on Wednesday, July 21 – other than an email sent to her attorney that a form had been changed at her request. So what does the clerk do?
She creates an email on Monday, July 26 to herself that yet again changes her story about the circumstances surrounding the 401(a).
In the email, Childers admits that she never got a call back from the Department of Management Services (“DMS”), Division of Retirement. However, on Thursday, July 22 after the BCC meeting, she claimed in an email to County Attorney Alison Rogers: “My communication was all verbal.”
When did leaving voice messages become considered “verbal communication?”
Childers alleges the elimination of an option for elected officials to opt-out on the FRS enrollment form somehow meant the state had determined not to allow it. However, there is no attached email from the state saying 401(a) isn’t allowed or illegal.
Then Childers comes up with an entirely new narrative. After nearly two months of her commenting in the media and BCC meetings, she wrote the 401(a) plan – which has been in existence for over two decades – isn’t a local annuity.

If you go to the search on myescambia and type in stormwater, it brings up some interesting articles, terms like LID and BMP. I believe you can find the Warrington Basin maps. The truth is Escambia county is between two rivers and drains to the gulf eventually so if people build and live here chances are they will flood at one tome or another. If you build on the coast a hurricane will most likely impact you. If people chose to live in a flood plain or a barrier island then they will be impacted eventually.

Well if we are going to go off topic why don't we go big or go home? Underhill is raging about this 401a, that will be settled one way or the other with out a lot of fan fare because it's really not a big deal in the scheme of things. and it much more interesting to the drama soap opera watchers then a person's house flooding, (Unless of course yours is the one flooding or you want to delelop a subdivion on a flood plain)

All of this is public record and 100% independently verifiable. While he continues to attempt to leverage the court of public opinion for his exoneration, the court of law and the Commission on Ethics will find him guilty of his illegal and unethical actions."

The flooding problem is happening all over Florida not just Pensacola.It’s going to get worse with the rising sea levels. If you build on a barrier island I don’t think you should be eligible for insurance. Live on the water at your own risk.

Anon 12:46, on my desktop the covid post here has moved down to the point I have to click "older posts" at the bottom of the first page to display it in the next list. But I don't know if it works the same way on a mobile.

The saddest thing to me about the self-radicalizing nature of the covid hoaxing and social media brainwashing is that intelligent and previously plugged in people have become just that tone-deaf, cruel, and knee-jerk panic "HERE'S WHY I WON'T GET COVID" for every lunatic and nonsense reason under the sun. I really don't think it was intended as a jab at anyone in particular. Just another unthinking and vicious bias being uttered as a talisman among the "covid has nothing to do with me" fabulists.

But yeah, those bullets swing wide when conspiracy-addled people keep pouncing on each new set of culture war targets just as fast as the chaos strategists sewing this stuff on social media can spoon feed it to them. So many people aiming their guns in so many directions from a place of fear and self-deluded idea of superiority, and pretty soon there's going to start being some serious cross fire. Jacqueline herself lost her ability to keep track of all the directions she was supposed to be pointing a long time ago, and it was amusing to see her trying to resolve the mixed assassination missions and placate all her masters when it just had to do with her bad actions on local politics. With people's health and well being at risk, that forum doesn't hold any humor for me any more.
