Takes them just as long to get things done as it takes for you to get the tractor tire changed in D1 so the grass could be mowed. 5 weeks to change a tire, must be a record for a govt agency.
Don't think commissioners change tires nor the county maintains state roads. Plus the grass isn't growing.
