The Deposition(s) of John Dosh and Jimmy Maddrey

The released depositions into the recently settled lawsuit against the county regarding the county's failure to provide due process to a former employee are a window into a lot of dysfunction that was happening, apparently, in EMS in the 2018-2019 timeframe.  Thankfully--most (if not all) of the players involved in this mess have moved on from the county or been terminated, and that department is now doing MUCH, much better with better leadership.....


The depositions in the case that we recently settled with former paramedic Matt Selover contain an incredible amount of information.  There are lots of other information items contained within the depositions as well-- that beg a lot of additional questions about many aspects of the way EMS was being run in the 2018-2019 timeframe.  Many lessons to learn and mistakes not to repeat....

As we all now know, there were tremendous problems in the way staff handled and treated Mr. Selover--and this of course led to the nearly $200,000.00 settlement the county's insurance carrier, upon the strident recommendation of their own retained attorneys, ultimately paid to settle the suit.

These two depositions--one from the former acting director of public safety and the former acting EMS chief--add pieces to the puzzle that ultimately came together and which necessitated our settlement with this wronged employee.

Hopefully--many will read these and learn what to do and not to do so that we will never again do this to ANY employee so that, importantly, we will never have to make another 6-figure settlement like this one again.

County staff assistant attorney Steve West provided the following advice on my request to make these documents public--and I have removed the pages he references as sensitive in his below email:

"Commissioner Bergosh:

 As you requested, attached are the deposition transcripts for John Dosh and James Maddrey, which Alison asked me to review and forward.  The only redaction is the home address on page 7 of Maddrey’s transcript.

 I understand that Charlie has already advised on your discretion regarding certain sensitive information (xxxxxxxxxxxxx).  For your convenience, references to xxxxxxxxxxxxxxxxxxx can be found on pages 80-82 and 85 of Dosh’s transcript and pages 56 and 92-95 of Maddrey’s.   Please contact our office if you have any questions or concerns on this or any other information in the transcripts.

Jacqueline Rogers is busy trying to ruin the paramedic again and you. Is the paramedic going to sue her for her part in ruining his reputation?

I can't decide whether my favorite part of Jacqueline's new disinformation rampage is her getting duped by Edler and Underhill that the memo Maddrey wrote to Jana Still (ahem) about what a great person Edler is (cough) was entered as an exhibit in the suit, or her pretense that she'd have to get to digging to see if she could find Maddrey's transcript somewhere.

Jacqueline: it's M-a-d-d-r-e-y

Oh, and news flash: Maddrey has zero credibility. None. There's a reason he left his Chief position at EMS to start all over with deputy training at ECSO, and it certainly isn't that he forgot about his lifelong bucket wish to be a cop. Oh, and the reason I won't be sued for the sext messages I posted on my Facebook between Maddrey and Edler, Joel Cotton, is because they're real. The ones Edler claimed to have nipped right in the bud while she was perjuring herself under oath. Mmm hmmm. Oh, and then Maddrey "losing" his County cell phone. And the IT Director made the argument that the County had no access to his text messages off the Cloud on a County issued phone.

(Yes, they actually thought JJ Talbott and I were going to believe that. One more subpoena we would have been doing, in addition to her prescription writing and the witnesses to her driving her little girl up to what she thought was going to be a plane crash. Then--woops!!--right around that time and with depositions set to begin she dropped the case.)

In the deposition Jacqueline just can't find time to read, Maddrey admits to his sexual relationship with a woman under his direct supervision (one of numerous he had relationships with). He admits to the length of the relationship, that he was her boss, and that it was a violation of County policy. Then he lies under oath and says that nobody at the County ever asked him about that particular relationship, when two supervisors queried him and he lied to them about it happening at the time.

Maybe because he was already moving on to somebody else (or perhaps it was simultaneous--it's hard to keep track with these people). How ironic that on the day Jacqueline is busy trying to turn one of Maddrey's best criminal acts in fabricating that memo into a smoking gun in her deluded favor, I added yet another to my list of unethical Maddrey work liaisons, when a woman whose name I'd never heard made their relationship official by posting that their relationship had begun "unexpectedly," which I guess is the new word for fraternizing with a subordinate.

Heads up for people reading Maddrey's transcript: when JJ is asking Maddrey about a form with a tire mark on it--yeah, that's the form Maddrey admitted to his then-subordinate lover that he shredded. The one he was trying to use to set Matt up on a HIPAA violation.

If I had to pick just one thing to bring to the attention of the State's Attorney, it would be JJ quoting Edler perjuring herself while throwing Maddrey under the bus, in the context of Maddrey perjuring himself while throwing Edler under the bus.

Perhaps the most astonishing thing of all, though, is how these incredibly ham fisted, lying imbeciles managed to railroad innocent coworkers who were trying to deal with the mess that department had become under Edler. To this day, it baffles me how not a single person in a position of authority who saw this happening other than Commissioner Bergosh lifted a finger to stop it. And they are apparently never going to stop trying to job this scenario, and Commissioner Bergosh (good luck with that), even though every tactic they employ continues to backfire on them. Their determination to keep showing themselves the fool is unreal.

I glanced at ECW last night, yes JAR it's page 85 where Maddrey says Bergosh talked to him, so no Bergosh didn't make that up.

I did notice the memo she posted would have been right about the time the other paramedics were arrested, so yes I can imagine working there with all that chaos would have been difficult and stressful, if Matt had that conversation with Maddrey at all,

It does really make a citizen wonder how can they be professional if they were all (aLLedGedLy) screwing each other though. Why is Wendy and JAR defending that? More cover for Doug?

I think there will be more twists and turns when the texts between Edler and Underhill come out.

I looked over at one of the other paramedic's cases on the clerk site and now it looks like they will have a hearing for violation of probation.

It would not surprise me if Jacqueline and Wendy caused that. You know how when the child snatched the other kid's phone and bullied the other kid at school and they wanted to blame your brother instead of taking responsibility for their own actions.

They posted that publicly and you posted the test, so it in the public domain what happened.

Vindictive bunch they are.

Why does Cotton defend that also?


If Edler thought she was coming in to improve things, it seemed she just made things worse.

Look at the fall out still ongoing years later.

How much is Jacqueline on the hook for Frank and Elizabeth Westmark’s attorney fees for her frivolous lawsuit that was thrown out of court on all counts?

See.. here's the thing Commissioner- it's clear that your entire argument is completely bunk. If even half of what you allege is true, then Rayme Edler would have been fired long ago.

The fact that she is still collecting a check from the County proves that none of what you say is true.

Anon 12:07 thanks for the heads up on the docket. Although I'm always waiting for the other shoe to drop, I'm so hoping that's just a glitch. As far as I know, none that got arrested are on probation, technically. Their bond has stipulations; for example, one of the cruelest touches of this whole ordeal was them being ordered not to talk to any of their friends in Public Safety, who would of course have been some of their best support through this needless crisis. I don't know how criminal dockets work well enough to read much into it other than three people on the docket that day are also showing with parole violations now the same day. Fingers crossed hard those filings are just in error, or it's a technicality of some kind.

I don't know either, yes I saw they were ordered to not talk to anyone, so how can there be probation if they haven't even been to trial? I wouldn't put it past this vindictive bunch to allege that though. You have egos at stake who want to be right and never budge a bit to take responsibility for their own failures and contributions to the dysfunction.


The memo JAR produced with Maddrey, Still and Edler involved-- One of them must have directed her to that. She said she had to ask for the specific date. It is worthless to anyone with any sense. Looks like a J Still thing to me.

Yes JARis being used in the the court of public opinion. (unsuccessfully)

Most involved are gone from the county because the county didn't need the drama, they need work to be done professionally.

Players should just move on and don't let the door hit them in the ass on the way out.

Think of this:

In an interview for Medical Director if she had said:

"Years from now, I will have turned employees over the DOH, get the county in the news and on facebook numerous times, failed to improve training or anything, get the admin arrested, cry to the admins assistant, get one commissioner involved who says he is at a bar with me, cause multiple lawsuits to be filed... ?

Would they have hired her?

No

Time to close this chapter.

Like they said, they have a new medical direction, new supervisors, raised pay, training..

ECW and Jacqueline Rogers are not the premier authority of county business nor motive and adept at politics of personality by a long shot.

She was used by Underhill for years. That says enough just by that alone.

The PIO will contact the news, things are posted on the agenda, the meeting is public.

Lets just dial it back and get the work done, with proper procedures implemented, professional people in charge.

Hopefully these other paramedics' cases will be dismissed and they can move on with their lives.

I don't know if or why Edler would still be drawing a paycheck, or the status of yet another lawsuit, I'm sure the county does chances are, they will take care of that and close the chapter.

That is yet another example at the low level of IQ we have around here that has no problem publishing their thoughts.

For one even if she is still drawing a paycheck, it doesn't negate what is published here.

That type of stupidity is usually not even worthy of a response.

The fact that a public official censors and approves these comments attacking people is very telling.

Anonymous 3:33, it speaks to the vicious moral character of so many of your kind that you would make these accusations hiding behind anonymity. I haven't been afraid to speak publicly about what I know, because I am certain of it. And you will notice that NONE of the people I have named in the unethical behavior have publicly denied it. Not one. Don't you think that if anything I had spoken wasn't true, they would come out and say so? Let me help you out: of course you would.

I am well aware that some of the people participating in the EMS fraternization free-for-all tried to smear other people in the department by saying they were having affairs they weren't having and drag them down into the mud with them. Do you know why it didn't get anywhere? It wasn't true. These people were investigated by FDLE, and railroaded with everything under the sun, and yet somehow FDLE didn't stumble on this knowledge you claim to have? Ridiculous.

Do you have any proof of your accusations? Remember, I had proof when I finally had to go public with the fraternization because the Gilley administration wasn't doing anythig about it. If you don't have proof, you are low enough to not just libel good people anonymously, but when one of them is under a gag order from court and can't even speak up to defend herself. In that case, hopefully you are one of the people in that department that I helped expose, nursing your anonymous wounds. I'd say you ought to be ashamed of yourself, but like so many who were involved in this horrible injustice you clearly have no shame.
