First Half of Escambia's American Rescue Plan Allotment is in the Bank!

 What amounts to half of our full allotment of American Rescue Plan funds has arrived and is in the County's Bank Account.  Commissioners were informed of this yesterday.

A discussion of uses and allocations of this nearly $31 Million dollar cash infusion will occur at an upcoming Board of County Commissioners meeting.

One thing is interesting most people seem to want the best for the county but just have different ways of going about it.

Observing the public forum.

No one changes their mind. They dig in their heels.

People just aren't good at communicating and need to realize rules and policies and procedures are in place for a reason. So is etiquette and respect.


Perhaps give all the employees a bonus with these funds--

...Although I think the Federal government is going to bankrupt the country...

Thank them for what? Sending more money we don't have? Taxpayers will get the short end of the stick again with this.

Bryan, I saw you at the public forum using the logical fallacy appeal to emotion.

Did you get asked to retire due to not following the county social media policy? (none of my business but you fire guys keep doing that.)

Why doesn't the fire department get things up through the chain of command and get items and askson the agenda to be voted on. It's not a top down sort of thing. The BOCC shows up and votes on agenda items what admin gets on the agenda..admin as in fire chief, public safety director and so on.

Newflash posting on facebook. making fun and scorning the people who vote on these things accomplishes nothing positive, neither does braying on ECTV. There are processes in place -- utilize them and it may work better for all.

My 2 cents.

Thanks for your service and I'm sure you all have a heart but you don't seem to be very effective as a department conveying your needs up the rung. Do you know there are FEMA grants you can apply for to get trucks? Who in the department does the grant writing? Look into it.

God helps those who help themselves, you point a finger and three more are pointing back at you..same here..

Get the asks on the agenda way ahead of budget time. Watch the budget..EVERYBODY has their hand out..not just employees..It's the way of the world.

If you put some one on the defensive, they usually resist.

Logical fallacy appealing to emotion lol... You have no idea the state of the department. Not having a fire chief for nearly 2yrs is a burden not easily overcome. There have been multiple proposals and plans for staffing, apparatus, etc. All fall on deaf ears. They spent nearly 30min discussing their screw up of not checking the right box. Saying it was purposeful. Apparently they were appealing to emotion using illogical fallacy.

Grants? Ha! A grant writer is something this county has needed for a long time. If there is one, it's on the FD Admin for not utilizing that resource.

Seems like you have some info that is a fallacy about my situation. Funny how you remain "anonymous". Since you know who I am and saw me at the BOCC meeting, perhaps you should introduce yourself to me next week and I can enlighten you on the facts of my resignation and the issues facing the FD. I don't bring fallacies. I have facts.

I'm looking forward to making your acquaintance next week should you be so obliged.

Funny you talk about a chain of command and taking things up the rung. Yet we have volunteers or if you would even consider volunteers an escambia county employee? That don’t even follow the chain of command they are not held at the same standard and these volunteers take they’re issues straight to a commissioner. Matter of fact many volunteers have commissioner personal cell numbers just to dial them up and give them they’re 2 cents whenever they want. So it should definitely go both ways if you want to talk about chain of command or taking it up the rungs.

Logical fallacy huh? Here's the deal, the statement I made holds truth. It's too bad you aren't smart enough to realize that. Since you mentioned the social media policy, that is a two-faced policy that allows BOCC members to freely express their 1A rights & suppresses the employees 1A rights. Since you're so full of info & insight, I am curious as to how you are aware I was forced to resign, not for social media, and how you know. Seems an attempt to discredit me in my opinion, especially when you hide behind anonymity. When D1 Bergosh can nickname two E-Board members, Henry Rollins & Tiger Shark, yet they are unable to rebutt with Bobblehead, Bergoosh or whatever middle school shenanigan or idiom to use, that is unfair to say the least. Immature as well. My question is, why is a BOCC member permitted to use that rhetoric and the employee cannot?

What I was speaking on is quite valid. For one, the FD hasn't had a FC in nearly two years. They have gone up thru the chain of command however the BOCC tends to say good things yet doesn't act. At least the three amigos don't. The PSD is working diligently to right the ship. That is only if the BOCC will follow and approve his recommendations & keep their nose & fingers out.

News flash, Facebook is the one channel used to make the public aware of the dire needs of the FD. They see a red & white engine with flashy lights and that's all they care about. They don't understand that apparatus is twenty years old & on its last leg. The FD union hasn't had a new contract for quite some tine due to the powers that be putting off negotiations. First it was "covid", then it wasn't a good time, so forth & so on.

The FD is conveying their needs up the rungs but it's climb is stifled at the top. Breakfasts, visits, & whatever other feel good ploys used are old & ineffective on the morale. The ignorance in which the BOCC displays of FD operations is quite demoralizing. They don't care. As I mentioned & you apparently heard, the things that FF's encounter take a toll. As mentioned above about the 1A freedom, that also takes a toll. Maybe I was remiss when I called Bergosh out for using "union thugs", I know in my heart that he has called us that & maybe not in this blog but in certain circles I am fairly certain he has drawn breath to use the term. I will share a couple of my personal experiences so you & Bergosh can understand how this effects us.

I once held the hand of a Mother who just dropped her son off at school & then went head on with a dump truck on Lillian Hwy moments later. As I was surveying the damage thru the windshield & how we were going to extricate her, she grabs my hand pleads with me to help her. She would not let go & I couldn't break her grip. I assured her we were going to get her out & help her. She continued to scream. Only after she lost consciousness did she let go of my hand. We cut away the twisted steel & finally were able to begin removing her from her seat. I was assisting with moving her onto the backboard as she gained her last moment of consciousness & she grabbed my hand again. I held on this time as the others strapped her to the board. As we moved her to the stretcher, she coded. She died. No longer here. That moment will forever haunt my dreams.

The next one is one I spoke of at the forum. Assisting a man to his feet from the toilet in the wee hours of the morning so his wife could clean the feces from his rear & get his diaper back on after sitting for two hours because she was too embarrassed to call for help. We didn't just throw him back in the bed, we assisted him & laid him in his bed next to hers. We then propped him up with a pillow & made sure she was ok & that she didn't require any other assistance from us.

Grants? Since you mentioned, let's discuss. There was & has been talk of grants. There is a Grants Coordinator for the county however, I'm fairly certain there has not been pen to paper or finger to keyboard for the FD in years if ever. There was talk of hiring a GC for the FD but as per usual, all talk, no action. Also, grants have certain parameters that must be followed, so year to year to find a grant for equip & the like would make things inefficient as the years go by.

You say the FD is pointing fingers. You are absolutely correct. The fingers are being pointed at where the buck stops. The asks have been on the agenda. They will be on the agenda however, that's not where the issue is solved nor discussed. It can be but these needs are addressed in the office's of the elect & the FC.

In closing, perhaps instead of hiding behind anonymity, you can introduce yourself to me at the next meeting, since you are aware of who I am, if you are so inclined. Then maybe we can work together on a resolution to the needs of which I speak. I look forward to meeting you. I prefer healthy face to face discussion.

If you do not like the policy change it. I simply know because I look at you all publicity commenting on facebook. Your own public Facebook page said you were Bryan Caro. Then you said you don't work there etc. Are you surprised you comment publicly and someone doesn't notice?

Hey Bryan The asks that I have seen that made it on the agenda have been passed. I have not seen a budget item NOT passed in the last few years for public safety. Maybe later I'll meet you. I doubt it. I meant it. Get it on the agenda through the proper channels. You do perform a very emotional task but that doesn't negate the way to get what you need must be done through the proper channels. Your emotional appeals are simply not effective.

This thread got off topic with the drama..Back to the rescue plan and the budget. I'm no genius but it look like your idea of a MSTU rather then a MSBU would work better then what we've been doing for fire.

I'm looking over the COW agenda for the budget and the comparison of fire department of different counties and some with more population have more money to work with and it looks like the MSTU gives it to them.

Of course we were worried about the additional homestead exemption but it didn't pass, as well as unfortunately/fortunately the minimum wage did (depends how you look at it)

I've seen you talk about it for years, How about getting it done. MSTU, not the MSBU

I've also seen you talk about getting the leases straitened out to get equitable tax base but that never happens. The TDT up to five was great and they just had their meeting. I don't pay much attention to that.

Ignore the nay sayers and PNJ drama lamma, some know you are doing a great job.

It's mind over matter.

Those that matter don't mind and the people tying themselves in knots just discredit themselves..

Lets watch their eyes glaze over during budget talks.. :)
